Overview IT Business Analyst plays a key role in aligning organizational goals with technology by analyzing business processes, translating needs into technical solutions, and supporting the implementation of scalable, value‑driven systems. This role bridges strategy and execution, working closely with stakeholders to improve workflows, enable informed decision‑making, and promote efficient, transparent operations.

The position assists in gathering and documenting user requirements, analyzing business processes, and supporting system implementations. The role collaborates with stakeholders to understand operational needs and helps identify opportunities for technology‑driven improvements. The role typically works on small‑scale projects or as a junior team member on larger efforts.

Business Analyst I – Entry or junior‑level analytical work. Business Analyst II – moderate to complex projects, serving as liaison between business units and technical teams to ensure solutions meet county goals and compliance standards. Business Analyst – Sr – independently leads cross‑functional project teams to deliver impactful, sustainable outcomes.

Responsibilities

Collaborate with leadership to align IT initiatives with strategic goals.

Evaluate and optimize business processes to enhance service delivery.

Lead process discovery workshops and recommend improvements and automation.

Develop current (as‑is) and future (to‑be) process models.

Stakeholder Engagement & Requirements Gathering

Act as a liaison between business units and IT teams.

Gather, document, and translate business and functional requirements.

Facilitate workshops and feedback sessions to ensure alignment and clarity.

Manage competing priorities and foster transparency across departments.

Solution Design & Implementation Support

Support solution evaluation, selection, and implementation.

Contribute to RFP development, vendor assessments, and UAT.

Prepare documentation, training materials, and business cases.

Promote adoption of sustainable, user‑focused systems.

Data Analysis & Performance Monitoring

Analyze data to identify trends, measure impact, and inform decisions.

Develop dashboards and KPIs to monitor performance and outcomes.

Deliver actionable insights to optimize technology‑enabled services.

Leadership & Continuous Improvement

Mentor users and junior analysts.

Promote a culture of agility, innovation, and process improvement.

Maintain clear documentation to support governance and knowledge sharing.

IT Business Analyst II – Bachelor’s in Business, IT, or related field required; MBA, MPA, or certifications (CBAP, PMP) preferred.

IT Business Analyst Senior – Bachelor’s in Business, IT, or related field required; MBA, MPA, or certifications (CBAP, PMP) preferred.

Qualifications – Experience

IT Business Analyst I – 1+ years in business analysis, process improvement, or related IT role; experience with enterprise systems, stakeholder engagement, and cross‑functional projects.

IT Business Analyst II – 3 years in business analysis, process improvement, or related IT role; experience with enterprise systems, stakeholder engagement, and cross‑functional projects; preferred certifications (CBAP, CCBA, PMP, PMI‑ACP, CSM, Lean Six Sigma); proficiency in process modeling and business analysis tools; familiarity with Agile, Lean, Six Sigma, and hybrid project management approaches; experience writing user stories and conducting refinement sessions; data‑driven decision‑making with visualization tools (Power BI, Tableau); excellent interpersonal skills.

IT Business Analyst Senior – 5+ years in business analysis, process improvement, or related IT role; experience with enterprise systems, stakeholder engagement, and cross‑functional projects; preferred certifications (CBAP, CCBA, PMP, PMI‑ACP, CSM, Lean Six Sigma); proficiency in process modeling and business analysis tools; familiarity with Agile, Lean, Six Sigma, and hybrid project management approaches; experience writing user stories and conducting refinement sessions; data‑driven decision‑making with visualization tools (Power BI, Tableau); excellent interpersonal skills.
