SUMMARY: The purpose of this position is to provide professional engineering work of an administrative and technical nature in assisting with all activities of the Engineering Department.
ESSENTIAL JOB FUNCTIONS including but not limited to the following. Other duties may be assigned.
  • Assists in the investigation, development, design, and construction of a variety of municipal engineering projects, including but not limited to roadway design and oversight of construction management for all design projects.
  • Performs field work through on-site inspections, review of reports, and conferences and provides sound engineering recommendations.
  • Performs work in conjunction with the Superintendent of Public Works and the Construction Department.
  • Prepares and reviews plans, specifications, and construction cost estimates.
  • Provides technical engineering advice and assistance to municipal officials.
  • Responds to citizen complaints and inspects problem areas.
  • Inspects the construction of driveways, sewer installations, and street construction and maintenance.
  • Inspects catch basins, stormwater outfall pipes, illicit connections, and stream erosion as part of the Storm Water Management Program.
  • Inspects private properties for Zoning and engineering compliance with approved construction plans and specifications, including but not limited to paving, striping, signage, drainage and detention basin construction, and sanitary sewer, storm sewer, water main and water service installations grading, and erosion control.
  • Inspects trench openings, sidewalks, curbs, public street scaping, road openings, and pavement restorations for compliance with Township standards and specifications.
  • Reviews construction activity for safe operations and monitors project traffic control.
  • Make final inspections and prepare formal reports recommending acceptance of completed construction.
  • Measures roads under construction for proper cross section elevations, examines road subgrades for stability and inspects bituminous concrete for proper depth, temperature and compaction, to assure proper conditions on paving projects.
  • Assists with the planning of long-range capital improvement programs and provides assistance to the Superintendent of Public Works and Construction Department as required.

  • Bachelor's degree in civil engineering; or any equivalent combination of experience and training which provides the following knowledge, abilities, and skills:
  • Minimum 5 years' experience in Site Civil Engineering, Transportation, Capital Improvement, Project Management, and Construction; municipal engineering environment a plus.
  • Experience in the following areas is highly desired: preparation of roadway improvement plans; preparation of site civil improvement plans; preparation of designs and construction cost estimates from general instruction and preliminary sketches, diagrams or schematics; examination of project sites (public roads, undeveloped land, existing industrial sites, and municipal facilities); and providing value added solutions to design and construction challenges.
  • Knowledge of modern methods and techniques of civil engineering as applied to the design, construction, and maintenance of public works facilities.
  • Knowledge of land and engineering survey systems, methods, and techniques.
  • Knowledge of the laws and regulations relating to the planning, construction, and operation of public works and utility facilities.
  • Knowledge of current development and literature in the field of civil engineering.
  • Ability to make complex engineering computations and to design and supervise the construction of a variety of public works facilities.
  • Ability to secure adherence with construction plans, specifications and codes.
  • Excellent verbal and written communication skills.
  • Ability to establish and maintain effective working relationships with superiors, subordinates, engineers, architects, contractors, municipal officials, and the general public.
  • Proficient using AutoCAD CIVIL 3d, ARcGIS AND Microsoft applications including Word, Excel, PowerPoint, OTHER software database systems.
  • Valid New Jersey Driver's License free of any convictions for the last three (3) years.

The noise level in the work environment is usually moderate.
While performing the duties of this job, the employee may be required to adjust working hours during active construction projects to meet the demands of said projects.
Monday to Friday: 9:00 AM to 4:00 PM
