Key Role:
Administers, extends, negotiates and terminates standard and nonstandard contracts. Conducts proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications. Examines estimates of material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness. Prepares bids; processes specifications, progress, and other reports; advises management of contractual rights and obligations; compiles and analyzes data; and maintains historical information.
Basic Qualifications:
Ensures compliance with applicable Federal Acquisition Regulations (FAR) and agency supplements, as well as contract terms and conditions. Advises management on government contract requirements and procedures.
Prepares and reviews Contract Data Requirements List (CDRL) products for formal deliverables to the Government.
Develops, reviews and submits all requests for equitable adjustments (REAs). Prepares and submits all REA invoices to the company accounting department.
Develops, reviews, and submits all requests for contracting-officer-prior-approval (COPA) funding. Prepares and submits all COPA invoices to the company accounting department.
Reviews and submits all company proposals for direct scheduled work projects (DSW-P). Tracks DSW-P spending against COPA funding and applicable Contract Line Item Numbers (CLINs). Prepares and submits all DSW-P invoices for completed O&M projects to the company accounting department.
Reviews and submits all company over-and-above (O&A) project proposals. Represents company as the lead negotiator for O&A proposal pricing. Prepares and submits all O&A invoices for completed O&A projects to the company accounting department.
Maintains a report tracking company expenditures against all applicable CLINs, base supply expenditures, and General Service Administration (GSA) allowances.
Represents company for review of Government initiated contract modifications.
Execute non-disclosure agreements (NDAs), terms and conditions, and modification requests; and settle disputes regarding contract interpretation, conditions or compliance with legal requirements.
Fosters and maintains a professional and collegial relationship with Government contract office representatives and employees.
Requirements:
Requires a Bachelor's degree and 5-7 years of experience or equivalent.
Knowledge of Federal Acquisition Regulations, DoD and Air Force regulations, principles, and practices pertaining to Operations Management functions.
Preferred Qualifications:
Certified Professional Contract Manager or Certified Federal Contract Manager
