The duties of the position include a wide range of activities in support of the administration of the enforcement of Housing Quality Standards (HQS) policies for the HCV program. A person in this position will have overall responsibility for the performance and compliance with HUD rules of the Housing Choice Voucher Program (s) regarding HAP abatement and HQS related SEMAP indicators. Responsibilities include but are not limited to the following: PIC Management in relation to Housing Quality Standards (HQS)
Reviews and analyzes data submitted to the HUD Public and Indian Housing Information Center (PIC) Provides assistance to Elite end users Reviews errors in the transmission of HUD form 50058 (tenant reporting module) Reviews and analyzes the HUD for 50058 delinquency report Reviews and analyzes the PIC inspection report Informs HCV Team Leads of errors for correction, monitors corrective actions and reports issues of non-compliance to the Inspection Manager Works with HUD and IT to correct errors of a more technical nature Submits corrected 50058s to PIC Reconciles differences between the Elite system and PIC Handles documents of a highly confidential and personal nature with the highest degree of integrity Works with IT to ensure that Elite releases and changes are consistent with policy Liaison with the IT Division Liaison with the HHA PIC analyst and the HUD PIC analyst SEMAP Management
Collects data from a variety of sources related to SEMAP performance by the HCVP inspection team. Analyzes SEMAP reports and data on a monthly basis and publishes a monthly report regarding performance Pulls information from HUD Secure Systems Collects and organizes evidence of SEMAP performance for each SEMAP measurable Meets with the Inspection Manager to review trends in performance Maintains monthly SEMAP exhibits Networks with the Production and Quality Control staff to analyze performance and trends Liaison with HUD, Independent Auditor and Internal Auditor on SEMAP issues Conducts Audits (Random and Scheduled) of all HQS SEMAP compliance areas. Works cooperatively with other members of the Voucher Administration group, adjusting workload as necessary when other members are ill or on vacation; Investigates and resolves participant and landlord complaints minimizing involvement of Assistant Team Lead to the satisfaction of all parties; Communicates with applicants, participants, landlords/owners and co-workers in a manner that is courteous and professional; Answers resident and landlord questions, providing information on status of rent, HAP abatement, property inspections, provisions of the lease and contract, program regulations, company policies, and procedures, etc.; Returns calls to participants and landlords; Places information received through the mail, by fax or email in appropriate part of participant file within two workdays of receipt; Participates in the revision to Departmental policies and procedures; Submits monthly performance reports as required; Performs other duties as assigned.
Knowledge and Qualifications
High school diploma or equivalent required. Two years of college course work required, Bachelor's degree preferred. Three years of experience in public housing, HCVP, case management, apartment management, or an equivalent combination of college course work and higher education (one year of relevant experience is equivalent to one year of relevant higher education and vice versa); Knowledge of HUD policies, and other Federal, state and local laws, rules and regulations related to low income housing and company policies; Knowledge of general office practices and procedures, business English and basic mathematics. Knowledge of spoken and written Spanish preferred but not required; Comprehensive and demonstrable knowledge of HUD HQS, inspection procedures and company HCVP policies and procedures; Certification in Income, Rent and Voucher program administration required within first year of employment (training and test at company's expense); Excellent communication and interpersonal skills. Ability to communicate with and relate to persons of diverse backgrounds and abilities and to establish and maintain effective working relationships with participants, landlords and other employees; Ability to complete complex and detailed tasks in a timely manner; Ability to plan, work independently and prioritize duties; Yardi experience required Bondability; Valid Texas Driver's license; Eligibility for company fleet auto insurance
Supervision Given and Received The employee receives work assignments and instructions from the Assistant Team Lead and Manager. Normally, the instructions are broad and general, both written and oral. In unusual situations the supervisor may specify how to accomplish assigned work. The incumbent of this job must be able to work independently, performing relatively complex work in an accurate and timely manner without close supervision. Situations not covered by instructions may be referred to the supervisor or handled by the employee, depending on the circumstances. The employee's work is reviewed sporadically for thoroughness, accomplishment of objectives, and compliance with existing policies and procedures.
Guidelines Most work is performed according to existing procedures or written guidelines, such as HUD regulations, handbooks, desk references, or existing records. The employee will frequently be required to use independent judgment in making recommendations and decisions.
Complexity Incumbent performs relatively complex work requiring a deep understanding of HUD rules and requirements relative to Voucher program eligibility, income, rent, and contract procedures. In addition, the employee must be able to handle complex interpersonal situations involving conflicts between assisted tenants and landlords with skill and professionalism.
Scope and Effect The employee works with the Voucher program, participants, landlords and other employees. The employee's work is essential to the successful operation of the Voucher program. The employee's efforts affect Company's ability to earn administrative fees and to obtain additional Vouchers and funding.
Personal Contacts The employee has continual contact with other employees, program participants, and landlords. Most contacts are structured in nature and the employee is expected to use normal tact and professional courtesy. Occasionally a contact may be uncooperative or antagonistic, and the employee would be expected to use above-average tact and courtesy. Failure to respond courteously could adversely affect the public's opinion of the program and the company.
Physical Demands The employee's work involves primarily sedentary office work in a typical office environment. Additionally there is some degree of stress resulting from contact with applicants, participants, landlords, the public and other employees.
Work Environment The work involves the normal risks and discomforts associated with an office environment.
