Covered California's Eligibility and Enrollment (E&E) Branch is seeking a Digital Experience Manager (Staff Services Manager II - Managerial) to oversee a cross-functional team dedicated to driving enhancements to CalHEERS (California Healthcare Eligibility, Enrollment, and Retention System). This public-facing system plays a critical role in supporting Californians seeking healthcare enrollment and services.

As the Digital Experience Manager, you'll provide: Strategic leadership to guide a team of program analysts and specialists in improving the CalHEERS digital experience. Expert direction in human-centered design practices and user experience improvements, ensuring alignment with accessibility, usability, and consumer self-service goals. Collaborative problem-solving with internal IT teams, program areas, external stakeholders-including DHCS, SAWS, and CWDA-to develop solutions that enhance user satisfaction. Confidence building and capability development for staff in digital engagement, design thinking, and UI/UX practices. This position qualifies for telework and is headquartered in Sacramento County( 1601 Exposition Blvd, Sacramento, CA 95815). Business travel may be required, and reimbursement considers an employee's designated headquarters office subject to regulations and bargaining unit contract provisions. Travel expenses associated with commuting to the employee's office headquarters location are not reimbursable, other than authorized transit subsidies.

Working Conditions

This position may be eligible for telework. In accordance with Government Code section 14200, only employees who reside in California are eligible for telework. The amount of telework is at the discretion of the Department and based on Covered California's current telework policy. While Covered California supports telework, in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksite with minimal notification if an urgent need arises, as determined by the Department.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

At least 5 years of experience in UX/UI design, digital product development, or CX strategy. At least 2 years in a managerial or team leadership role. Experience collaborating with IT, vendors, or system integrators on digital platforms. Knowledge of human-centered design principles and tools. Strong written and verbal communication skills.
