DEFINITION
This is a Human Resources Generalist in the school system. Incumbents assigned to positions in this class are responsible for providing a broad range of human resource services for Norfolk Public Schools, including recruiting and screening of new employees, orientation, health and benefits counseling, labor relations, and retirement counseling services. The work involves recruiting and interviewing applicants; identifying and recommending qualified candidates; reviewing and ensuring accurate documentation of personnel actions; counseling employees; explaining and interpreting human resource policies, practices and procedures; conducting investigations related to employee relations issues; developing and conducting human resources related staff development activities; and performing related functions. Employees process confidential information and must understand the major operations, administrative, and legal procedures affecting large portions of the school system.
SUPERVISION
Work is performed under the general supervision of the Chief Human Resources Officer, however employees frequently develop and refine their own work routines and are expected to carry assignments through to completion independently. Supervision is exercised over subordinate clerical/secretarial staff as required.
DISTINGUISHING CHARACTERISTICS
Positions assigned to this level manage a subfunction or operation requiring supervision of staff, programs, or services which are department or division wide and specialized and may involve highly technical personnel and programs; other positions are responsible for management of programs and services directed to a special population.
ESSENTIAL FUNCTIONS OF THE CLASS (May not include all duties performed by each position in the class).
Coordinates the recruitment, screening and selection of candidates for instructional (teaching) or classified (support) positions including substitutes, interns and student teachers as assigned by the Chief Human Resources Officer.
Interviews and screens credentials of applicants to determine their eligibility for employment in Norfolk Public Schools; recommends selection and assignment of personnel.
Administers and ensures accurate documentation for the processing of personnel actions including entries, promotions, reinstatements, reassignments, leave requests, salary adjustments, retirements, and resignations of employees.
Participates in the development and utilization of staffing models and student population projections and collaborates with executive directors of school and principals to effectively staff schools with qualified personnel.
Participates in meet and confer sessions with employee bargaining groups; serves as consultant and advisor to school-based administrators or work-site supervisors on building/section/division level employee relations or other personnel matters; interprets personnel policies, regulations, procedures and practices; advises on whether proposed actions are in compliance with regulations and policies; and coordinates or performs employee relations tasks at the department or division level.
Participates in administrative reviews of certificated or classified employee performance.
Develops, coordinates, and participates in workshops to provide staff development and training sessions; provides individual or small group career counseling sessions; and coordinates awards ceremonies and special events related to human resource functions.
Participates in the maintenance of classification and compensation plans; maintains up- to-date records of personnel including location, classification, and budget.
Establishes or provides assistance with the annual recruitment program and actively participates in recruiting candidates for positions in the school division; attends recruiting fairs at colleges, universities, and other on and off-site recruiting events.
Serves as school division or departmental liaison to universities, City of Norfolk agencies, other school divisions, professional organizations, advisory or community groups as assigned by the Chief Human Resources Officer.
Serves as a member of the Professional Review Board and other committees assigned by the Chief Human Resources Officer.
Serves as a member of the committee for developing employee evaluation handbooks and the NPS Employee Handbook.
Participates in interviewing candidates for administrative positions as assigned by the Chief Human Resources Officer.
Investigates and compiles reports related to harassment and other pertinent areas of human resources as it relates to the designated staffing area(s).
Maintains new hire and terminated employee database for statistical purposes and transfers data into a format suitable for presentation in a report form.
Counsels employees regarding grievance procedures, disciplinary matters, and retirement; processes applications for accommodation under the Americans with Disabilities Act and requests for leave associated with the Family and Medical Leave Act.
Performs related duties and/or projects as assigned by the Chief Human Resources Officer.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
Thorough knowledge of practices and procedures of school personnel administration, employment interviewing strategies and procedures, the legalities governing the relations between employers and employees, Virginia School Law, and of the certification requirements required by the Virginia Department of Education.
Thorough knowledge of the general organization and function of a public school division and organizational mission of a human resources department.
Thorough knowledge of the applicable provisions of the Virginia Retirement System.
Thorough knowledge of the Fair Labor Standards Act (FLSA).
Ability to conduct professional interviews, deliver articulate oral and written reports, and effectively interact with administrators, teachers, and classified employees.
Proficiency in the use of technology is also required.
Ability to utilize a wide variety of computer technology hardware and software applications.
Ability to communicate clearly and concisely orally and in writing.
Excellent interviewing, supervision, data collection, and report writing skills.
MINIMUM EDUCATION, EXPERIENCE AND TRAINING REQUIREMENTS
Master's degree in education, business or public administration, or related field, including coursework in human resources management, and considerable experience in personnel administration as a teacher or in an education administration position which involved human resource management responsibilities; or any equivalent combination of education and experience that would provide the above noted knowledge, skill, and ability.
LICENSE/CERTIFICATION
Work is executed in accordance with best practices/body of knowledge as set forth by organizations such as American Association of School Personnel Administrators (AASPA), Human Resources Institute (HRCI), Society for Human Resources Management (SHRM) or International Public Management Association (IPMA). Human Resources Certification from an accredited body desired.
