Beltrami County is hiring two temporary Solid Waste Operator I positions. These are full-time, benefited positions governed by the Memorandum of Understanding (MOU) between the County and the International Union of Operating Engineers, Local #49, with assignments expected to continue through July 31, 2027.
Responsibilities include assisting the public by directing traffic to the appropriate sites for disposal of waste, inspecting loads for regulatory compliance, operating forklift, skid steer, telehandler and material handler, sorting waste, facility and equipment maintenance, and related work. Ensures all Beltrami County owned and operated Solid Waste Facilities are operating per the MPCA Permit. Responsible for the safe and efficient operation of assigned Solid Waste facility, vehicles, and equipment. Coordinates all activities with the public daily at assigned facility to assist in the proper disposal of Solid Waste within Beltrami County. Maintains all facilities, vehicles, grounds, and equipment.
Preferred hiring salary range is $22.54 to $24.62 per hour with a full range of $22.54 to $28.54 per hour. Placement depends on factors such as qualifications, internal equity, market conditions, and applicable policy guidelines.

Education and Experience Minimum requirements are:

Essential Functions
Facility operations at the Transfer Stations, Demolition Landfill, and Remote Transfer Site. Identifies Household Hazardous Waste, sorts, stores/packages, documents, and prepares for disposal. Process, package, transport special waste for shipment, evacuation of refrigerant in appliance (Lic Required), batteries, lightbulbs, ballasts, electronics, boat wrap, shredded paper. Operates all facilities per MPCA Permit, Industrial Solid Waste Management Plan, and the Facility Operation and Maintenance Plan, public works safety manual, and as directed by supervisor Inspects loads for regulatory compliance and keeps accurate records. Works directly with the public by directing traffic to appropriate sites for disposal of waste; assists with unloading waste. Empties transfer station dumpsters. Track all waste entering and leaving a facility with computer software, charge for all billable waste, maintain cash register, end of the day report/reconciliation/deposit. Collect payment (Cash/CC); answers telephone/intercom calls from the public. Communicate (phone, in-person, intercom, 2-way radio), inspect (regulatory compliance), direct, and instruct waste haulers and customers to the appropriate recycling/disposal container/area. Deal with difficult customers. Maintains buildings and grounds of facilities including snow removal, building upkeep, general cleaning, mowing, weed whipping, etc. Maintains and operates heavy equipment (forklift, skid steer, tele handler, baler, wheeled loader, waste compactors, scissor lift, and floor scrubber). Keeps detailed service, maintenance, and inspection logs on all equipment. Performs periodic safety inspections; wears proper PPE for the job. Works safely using heavy equipment around public traffic. Identifies safety issues and notifies supervisor as issues arise; follows all department safety guidelines. Enforces county, state and federal rules and regulations pertaining to solid waste, recycling, landfilling, and household hazardous waste. Knowledge, Skills and Abilities General knowledge of the principles, practices and procedures of the solid waste industry; thorough knowledge of hazardous and toxic waste; general knowledge of equipment preventive maintenance plans; thorough knowledge of safety manuals and emergency actions plans; general knowledge of landfill and facilities equipment; general knowledge of standard office equipment and software; general knowledge of State and County solid waste management plans; ability to prepare written documents and reports; ability to make arithmetic computes, compute rates ratios and percentage; ability to communicate and establish and maintain effective working relationships with associates, local, state, and federal officials, citizen groups, committees, businesses, contractors, consultant and the public.
Physical Requirements This work requires the frequent exertion of up to 25 pounds of force and occasional exertion of up to 100 pounds of force; work regularly requires using hands and fingers, frequently requires sitting, speaking or hearing and reaching with hands and arms and occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling, pushing or pulling, lifting and repetitive motions; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception, night vision and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, assembly or fabrication of parts within arm's length, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to fumes or airborne particles, exposure to outdoor weather conditions and exposure to vibration and occasionally requires wet, humid conditions (non-weather), working near moving mechanical parts, working in high, precarious places, exposure to toxic or caustic chemicals, exposure to extreme heat (non-weather), exposure to the risk of electrical shock and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic).
