What you'll do:

Directs the activities and operations of the Development Services Department including the departments of Planning and Zoning, Building, Engineering, Landscape Architect and Environmental Resources. This position also assists with economic development projects and coordinates assigned activities with other City Departments and outside agencies. This position requires highly responsible and complex administrative support to the City Manager and Assistant City Manager. This position reports directly to the Assistant City Manager.

Essential Job Functions

Plans, directs, manages and oversees the activities and operations of the Development Services Department including the departments of Planning and Zoning, Building, Engineering and Environmental Resources. Oversees Departments Strategic Planning directive and initiatives as outlined by City Management and approved by City Commission, including the preparation of department items. Provides citywide direction in areas of policy and planning for growth, development and maintenance of the City's Comprehensive Plan and land use regulations. Provides staff support to the Planning and Zoning Board, the Construction Board of Appeals, the Code Enforcement Special Magistrate, and the Educational Advisory Board. Assists with economic development projects; coordinates assigned activities with other City Departments and outside agencies. Manages the development and implementation of Department goals, objectives, policies and priorities for each assigned service area. Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures. Represents the Department to all other City departments, elected officials and outside agencies. Selects, trains, motivates and evaluates Department personnel. Plans, direct and coordinates the Department work plan. Manages and participates in the development and administration of the budget. Responds to and resolves difficult and sensitive citizen inquiries and complaints. Directs the preparation of agenda items for the City Commission and other committees, and applicable boards. Directs the evaluation, selection and administration of outside consulting contracts for department needs. Provide complex technical and administrative support to the City Manager, City Commission and various boards and commissions; manage special projects as assigned. Directs the conduct of projects having a general City-wide impact. Performs other duties that may be assigned. Qualifications

MINIMUM EDUCATION AND EXPERIENCE

Master's Degree in Public Administration, City Planning, Community Development, or a closely related relevant area of study. A combination of education and experience is acceptable. Minimum of ten (10) years of progressive full-time experience in a similar public sector position or comparable private sector position. Any combination of education and experience which provides the knowledge, skills and abilities required to perform the work may be considered. Certified Building Official and/or American Institute of Certified Planners (AICP). Must possess FEMA 100, 200, 300, 400, 700, and 800 certifications, or the ability to obtain within the first six (6) months of employment. Must possess a valid driver's license with an acceptable driving record. KNOWLEDGE, SKILLS, AND ABILITIES

Ability to understand and interpret building construction plans and specifications. Ability to study operations and institute improvements without disruption of existing operations. Ability to evaluate program alternatives and make recommendations. Ability to perform a broad range of supervisory responsibilities over others. Ability to plan, direct and coordinate the responsibilities of subordinate department heads. Ability to prepare accurate analyses, reports and recommendations on a variety of subjects. Ability to communicate effectively both orally and in writing. Ability to maintain effective working relationships with departments and ability to interact effectively with the public. Working Conditions & Physical Requirements

Work environment is typically performed in a dynamic environment that requires sensitivity and responsiveness to changes that include goals, priorities, and needs of the organization and position. The work is light and requires exerting up to 20 pounds of force occasionally, and up to 10 pounds of force to move objects. Additionally, the following physical abilities are required: manual dexterity, grasping, handling, hearing, lifting, mental acuity, speaking, standing, stooping, talking, visual acuity, and walking. This position will be required to work pre, during and post emergency operations related to tropical storms, hurricanes, tornados, floods, fires and acts of terrorism.

This position is deemed a safety sensitive position in accordance with Florida State Statute Chapter 112.0455 Drug Free Workplace Act and is subject to pre-employment drug screening. Health Insurance The City of Parkland recognizes that every employee is unique and strives to provide a benefits package that puts the employee in control. As such, you have the option of selecting from two comprehensive health plans: a Health Maintenance Organization (HMO) and a Point of Service (POS). The City provides employees with the HMO Single Coverage plan at no cost to the employee. Employees can elect to add dependents to the HMO plan or choose the POS plan at a reduced premium. Choose the plan that best fits your and your family's needs. Coverage is effective the first of the month following your start date.

Dental and Vision Insurance Employees may also elect dental and vision coverage. The City provides two options for dental coverage which includes the Cigna Dental Care DHMO plan at no cost to the employee for single or family coverage, or the Cigna Dental Care PPO plan at a reduced premium. Vision insurance is offered through EyeMed at a reduced premium for employees and their dependents.

Retirement The City offers retirement options through Mission Square Retirement which includes:

A 11% contribution to your 401(a). The vesting period is 5 years. The option to defer compensation on a pre-tax basis to a 457 account. The City will match a 4% contribution! Life, AD&D, and Long-term Disability Insurance The City provides Basic Term Life and Accidental Death and Dismemberment (AD&D) insurance through Cigna at no cost to the employee. Basic Life Insurance is provided at 1x the employee's annual earnings up to $50,000. Employees may elect additional coverage for themselves, spouses, or children at a reduced premium. The City also provides Long-term Disability Insurance to employees at no cost to the employee.

Flexible Spending Accounts The City offers two flexible spending accounts, Health Care Reimbursement Account and Dependent Care Reimbursement Account, which gives employees the option to set aside pre-tax dollars to pay for qualified medical expenses and eligible dependent care (day care) expenses.

Leave The City offers paid time off to employees to include vacation, sick, personal, and holiday. Eligible employees receive:

11 paid holidays plus 2 personal days 9 to 20 vacation days depending on tenure of employment 8 hours of sick leave accrued per month Professional Development The City offers a tuition and certification reimbursement program so you can continue to develop your career as a public sector professional. Additionally, our Public Works employees are eligible to participate in a laddering program that allows you to advance through levels with corresponding pay increases through years of service and obtaining job specific certifications.
