Executive Summary:
The
Criminal Justice Coordinating Council (CJCC)
seeks an experienced
Business Process Consultant
to evaluate and enhance access control (grant, deny, revoke) processes and user audit procedures for
JUSTIS
(Integrated Justice Information System). This role requires a strategic thinker with deep expertise in
enterprise IT architecture, program management, and process optimization
to ensure secure and efficient access management across 30+ public safety agencies. Position Overview: The consultant will: ssess current workflows for
agency & individual access control
and
user audits . Benchmark processes against
industry best practices . Identify gaps and recommend improvements to strengthen security and compliance. Deliver
current-state and future-state process documentation , including flow diagrams, reports, and an implementation roadmap. Key Responsibilities Process Assessment & Documentation
Conduct stakeholder interviews and analyze existing workflows. Map
current-state processes
(access control & audits) within
15 days . Define
target-state processes
with recommendations within
30 days .
Gap Analysis & Best Practices Review
Evaluate alignment with
NIST, CJIS, or other security frameworks . ddress challenges:
Over-reliance on manual (PDF/hard copy) access requests. Inactive user access retention. Lack of ITSO awareness on JUSTIS usage and access verification.
Reporting & Implementation Planning
Deliver a
comprehensive report
with findings, recommendations, and an
execution timeline
within
40 days . Present solutions to CJCC leadership and stakeholders.
Required Qualifications
11+ years
in
enterprise IT infrastructure, application architecture, and program management . 5+ years
in
IT strategic planning . Proven ability to
lead cross-functional teams
and
facilitate stakeholder meetings . Exceptional
written/verbal communication
(complex reports, public speaking). Bachelor's degree
in IT or related field (or equivalent experience). Preferred Qualifications
Enterprise Architecture Certification
(TOGAF, Zachman, ArchiMate). Experience in
public safety/criminal justice IT systems . Skills Matrix Skill
