Summary:

Platinum is seeking an experienced Cyber Program Manager to lead and oversee the successful delivery of complex cybersecurity programs. This role requires a proven ability to manage all phases of the program lifecycle, from initial contract transition and project planning to strategic oversight and client engagement. The ideal candidate will ensure program quality, mitigate risks, and drive compliance with federal cybersecurity mandates, delivering mission-critical results for our clients.

Responsibilities: Lead and manage the full lifecycle of multiple cybersecurity projects, ensuring successful delivery on time, within budget, and to client specifications. Develop and execute comprehensive program management plans, work breakdown structures (WBS), and resource allocation strategies. Oversee seamless contract transition, collaborating with outgoing contractors to ensure the continuity of projects, deliverables, and documentation. Manage program portfolio, schedules, budgets, and configurations, providing detailed status reports and conducting annual program reviews for government stakeholders (COR). Define and enforce project quality standards, ensuring all deliverables meet or exceed engagement expectations and federal compliance requirements. Evaluate existing security operations, privacy, and information assurance procedures against federal mandates such as FISMA, NIST, and FedRAMP. Provide technical and project management leadership in a fast-paced environment, identifying and mitigating risks related to cybersecurity vulnerabilities and program execution. Implement and manage Agile processes for project delivery, inspiring and motivating teams to achieve clear goals and deadlines. Required Qualifications:

Education:

Bachelor's degree in Information Technology, Computer Science, or a related field. Experience:

10+ years of proven program management experience, with at least 5 years specifically managing complex cybersecurity or IT programs in a government or similarly regulated environment. Technical Acumen: Demonstrated expertise in federal cybersecurity frameworks (e.g., FISMA, NIST RMF). Experience with Capital Planning and Investment Control (CPIC) processes. Ability to review new technologies and hardware/software for security vulnerabilities. Proficiency in Agile and/or Scaled Agile Framework (SAFe) methodologies. Deep understanding of federal laws, mandates, and industry best practices related to cybersecurity.

Leadership & Communication: Exceptional written and verbal communication skills, with the ability to convey complex information to diverse audiences. Strong organizational skills and proven ability to manage multiple priorities and deadlines. Demonstrated history of leading and mentoring diverse project teams.

Position Requirements:

Must be a U.S. Citizen. Ability to successfully obtain and maintain a Department of Health and Human Services (HHS) Public Trust security clearance. Must be able to pass a rigorous background investigation, including a check against the HHS Office of Inspector General (OIG) Exclusions List. Preference for candidates who are HUBZone residents or Veterans.
