Civil Solutions (CS) is seeking a highly motivated and detail-oriented Construction Estimator to lead preconstruction activities for a diverse range of projects, including public works, residential, commercial, and industrial developments, as well as roads, dams, structural walls, and site development. The successful candidate will be responsible for developing accurate preliminary budgets and detailed estimates, defining bid package scopes, creating preconstruction schedules, managing the subcontractor bidding process, and evaluating bids. This role requires strong collaboration with internal staff, clients, developers, vendors, and subcontractors, and reports directly to the Vice President of Construction. The Estimator will play a pivotal role in securing new projects and ensuring successful project execution.

Estimating and Scheduling:

Perform comprehensive estimating, take-off, and scheduling functions for diverse construction projects. Develop accurate preliminary budgets and detailed cost estimates based on project specifications and drawings. Create and manage preconstruction schedules.

Bid Management:

Define bid package scopes and manage the subcontractor/supplier bidding process. Prequalify subcontractors and suppliers. Obtain, review, and critically analyze subcontractor proposals and estimates. Evaluate bids and present detailed estimates to the project team.

Project Collaboration and Communication:

Work collaboratively with other CS departments and staff to complete proposals, SOQs, bid packages, and estimates. Attend site meetings to discuss project scope with potential clients and owners. Discuss staffing requirements and logistics plans with Project Managers and VPs. Build and maintain strong relationships with clients, vendors, and subcontractors. Effectively communicate and present ideas to team members and clients. Interpret and explain contracts, scopes, plans, and technical details to the team.

Preconstruction Management:

Review drawings, specifications, and other construction documents to create accurate estimates. Prepare proposals and contracts that accurately reflect scope, fees, and client information. Participate in the value engineering process by preparing cost estimates for review. Identify potential design, scheduling, material, or cost problems and propose alternative solutions. File for permits, track the permitting process, and follow up with permitting agencies. Prepare and submit contracts/subcontracts for approval.

Business Development and Leadership:

Nurture relationships with existing clients and cultivate business opportunities with new clients. Actively seek and follow up on new leads and projects. Engage, develop, and train Assistant Project Managers, Site Forepersons, and other staff. Enforce safety policies. Create and edit spreadsheets.

MINIMUM REQUIREMENTS:

A B.A. or B.S. degree in engineering or construction management (Other degrees and/or equivalent work experience may substitute for education at the discretion of the VP). Minimum 3 years of experience as a construction estimator, or equivalent role in the construction industry. Ability to work outdoors in all weather conditions. Ability to travel locally. Proficiency in using a computer and Microsoft Excel, Word, and Outlook. Excellent communication skills, both written and verbal, to effectively interact with clients, subcontractors, team members, and executives. PREFERRED QUALIFICATIONS:

OSHA 30 certification. CAD experience.
