This position starts at $33.19/hour (DOQ) with advancement up to $43.37/hour.
Characteristics of Class: Under the general direction of the Human Resources Director, an employee in this class will assist and support employees and the organization to optimize performance individually and collectively. The Human Resources Specialist coordinates and performs employee recruitment processes; responds to personnel data requests or information; provides assistance on human resources and administrative issues; assists the Training and Compliance Officer; performs administrative duties and a variety of human resources projects as requested. Assists the Human Resources staff as needed in carrying out the day-to-day activities. The ideal candidate will have a strong understanding of HR practices, a high level of attention to detail, exceptional organizational skills, and a desire to contribute to a positive work environment. Individuals in this class may be required to work flexible hours to meet the specific needs of all employees.

Assists in the development of an employee-oriented culture that emphasizes quality, continuous improvement, and high performance. Assists in the administration and implementation of human resource program, policies, and initiatives. Keeps abreast of changing legislation, trends, and developments in areas of responsibility. Assures that departments are following relevant HR laws, rules, regulations, and guidelines including HR policies, procedures, and programs. Participates and assists in Labor Relations. Conducts surveys of other employers regarding benefits and compiles, analyzes, and verifies data for the employer's use in preparing for and attending collective bargaining negotiations. Coordinates and performs employee recruitment processes, in consultation of the hiring manager and HR Technicians. Supports and resolves internal and external customer concerns with minimal supervision. Responds to employee inquiries regarding payroll, benefits, labor relations and other general issues. Responds to inquiries and provides information relating to Human Resources policies and procedures to the general public. Responds to surveys and requests for information on behalf of the organization. Maintains personnel and medical records in compliance with organizational, departmental, state and federal regulatory requirements. Collaborates with management with human resources tasks and escalates concerns to the Human Resources Director as needed. Undertakes a variety of other administrative and human resources projects as requested by the Human Resources Director. Other duties as assigned. Required Knowledge, Skills, and Abilities: Any combination of training and experience providing the following knowledge, skills, and abilities.
For Pre-Employment:
Bachelor's degree in human resources management, business administration, public administration, organizational development, or related field with pertinent course work. A minimum of three (3) years progressively responsible leadership and administrative experience in human resources management. Preferred qualifications:
Organizational and employee development experience. Local government experience.
Knowledge of principles of supervision and HR practices. Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook), spreadsheet management, and database management. Ability to perform detailed work rapidly and accurately to meet predetermined deadlines. Strong creative, writing, and public speaking skills, with the ability to communicate effectively both verbally and in writing. Must possess and maintain a valid driver's license. Knowledge of HRIS systems (e.g., ADP, Workday, UKG) and experience with HR principles, payroll processing, and labor laws. Strong organizational skills, attention to detail, and ability to manage tasks effectively in a fast-paced environment. Excellent communication, interpersonal, and teamwork skills. Ability to handle confidential information with discretion and professionalism.
