Description
Under general supervision, assists architects, engineers, contractors, business owners, and homeowners by performing a variety of routine clerical and technical duties in processing and issuing building permits; review construction plans submitted for general completeness of the documents; coordinate the processing of plan checking among the various departments and other appropriate agencies. Issues permits as authorized.

Assist the public on the telephone and at the public counter with answers related to zoning and other land use information questions; provide general zoning, building and related code information to permit applicants and the general public. Assists the public in completing applications and other necessary forms. Assist the public with relevant information on matters relating to building codes, construction plan requirements, zoning regulations and other related information. Advise and assist the general public including owner builders, architects, engineers and contractors with technical information concerning building permit requirements and procedures to comply with municipal, county and state building codes. Process permit applications; review plans and establish the scope of the project; calculate and process fees for preliminary plan check and for final permit issuance. Review and approve simple and routine plans for fencing, block walls, patios. Compile and present data in the form of written, graphic, or oral reports for the use by the director, planning commission, city council, or special committees on a range of matters. Assist in/perform the review of proposed development projects for conformance with adopted city plans, city design/architectural guidelines and standards, applicable codes and ordinances, and other regulations. Assist in/perform the review of proposed subdivision and parcel maps for conformance to city standards. Respond to citizen complaints concerning potential violations of city codes and ordinances. Research issues, conduct surveys, gather and tabulate data. Input, maintain and compile various data on permit activity such as number of permits by type, valuation and fees.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of: Basic principles of administration, accounting, and personnel administration. Typical functions of a municipal organization. Uniform building codes. Zoning regulations. Record keeping systems. Construction methods and terminology. Varied municipal codes, applicable laws, ordinances and codes. Principals and methods of code enforcement activities. The organization and interface of various agencies involved in building construction, planning, land use, code enforcement. Fire prevention, maintenance of right-of-way, and provision of public utilities and public health.
Ability to: Read, understand, and interpret regulations, ordinances, and technical documents. Interpret and explain related codes, federal and state laws, rules and regulations. Communicate effectively both orally and in writing. Compose routine correspondence. Read and interpret plans, maps, and assessor parcel maps. Deal courteously with individuals contacted in the course of work. Establish effective working relationships with contractors, developers, architects, engineers, owners and the general public. Maintain accurate records of plan checking and Real Property Report's processes. Utilize electronic data and word processing systems. Collect, interpret, and compile data and information. Evaluate data and information for accuracy, validity and completeness.
Supplemental Information
Education and Experience:Associate's Degree in building and safety or other related technical certification is desirable. Two (2) years of responsible experience in issuing permits in, compliance with building, electrical, plumbing, mechanical, zoning and other relevant codes. Additional qualifying experience may substitute for the education. The ability to speak Spanish is highly desirable.
Necessary Special Requirements:Possession of a valid Class C motor vehicle operator's license from the State of California. New employees shall accrue 80 hours per year. Certain sell back provisions apply in accordance with the City's Fringe Benefits and Salary Plan.

Employees receive twelve (12) scheduled holidays per year, plus one floating holiday (pro-rated for New Employees based on hire date).
SICK LEAVE:
Employees receive twelve (12) days of sick leave per year (120) hours. Certain sell back provisions apply in accordance with the City's Fringe Benefits and Salary Plan.
RETIREMENT:
The City participates in the Public Employees Retirement System (CalPERS), and has pension formulas 2% at age 60, or 2% at age 62 as determined based on provisions of the California Public Employees' Pension Reform Act of 2013 (PEPRA). The City pays the employer share of the pension cost.
MEDICAL:
The City shall contribute an amount up to 100% of the coverage amount for the Kaiser Permanente plan that corresponds to the employee's coverage needs.
DENTAL:
The City contribution shall be based on the average premium amount (of dental plan) in accordance with the employee's coverage needs.
VISION:
The City shall contribute 100% of the coverage amount that corresponds to the employee's coverage needs.
LIFE INSURANCE:
The City provides a $100,000 term policy. 100% of the premium is paid by the City.
EDUCATION REIMBURSEMENT:
The City reimburses employees for 50% of the cost of tuition up to a maximum of $2,500 per employee per fiscal year.
DISABILITY:
The City provides long-term and short-term disability policies. 100% of the premium coverage is paid by the City.
