The

Regional

Technical

Advisor

provides

expert guidance on the design, enhancement,

management

and integration of national health information systems. The role supports interoperability initiatives, digital architecture reviews, system assessments, and alignment with health data standards. This position works closely with

local MOH

and implementing partners to ensure effective and sustainable HIS interventions. Location:

Burundi, Niger,

Cote d'Ivoire Reports to:

Project Director Key Responsibilities: Lead technical efforts to design, configure, and

optimize

national HIS platforms, including DHIS2, EMRs, LMIS, and associated data exchange services, ensuring they are aligned with user needs and programmatic priorities for

HIV,

malaria, maternal and child health (MCH), and life-saving interventions.

Provide

strategic guidance on interoperability architecture and standards, including the adoption and implementation of

OpenHIE

architecture, HL7 FHIR profiles, and

OpenHIM

-based mediation layers, to support seamless integration between DHIS2, LMIS, EMRs, laboratory, and supply chain systems.

Lead or support enterprise-level system assessments and digital maturity diagnostics, including the documentation of current-state architecture, identification of gaps, and formulation of scalable and sustainable digital infrastructure recommendations tailored to the

country

context.

Represent Data.FI in technical working groups (TWGs) and national coordination forums, including the HIS TWG and Interoperability Committee. Actively

contributes

to the planning, facilitation, and documentation of technical convenings.

Strengthen local technical

capacity

and sustainability by mentoring HIS staff at national and regional levels, reviewing technical documentation, and contributing to training or peer exchange efforts where needed.

through partnerships and marketing

Provide management support to

Francophone

country teams, with a focus on client and partner engagement, ensuring compliance, risk management, and the advancement of sustainable business strategies

.

Qualifications: Advanced degree in Health Informatics, Computer Science, or Public Health.

Deep knowledge of interoperability standards (e.g., HL7 FHIR,

OpenHIE

, IHE profiles) and digital health architecture principles.

Experience conducting system architecture reviews, digital maturity assessments, or HIS landscape analyses.

Familiarity with software development processes, agile methodologies, and digital system lifecycle management.

Demonstrated experience working with Ministries of Health or public health programs.

Proficiency

in French

and English is

required
