Compensation: The wage range listed represents the potential compensation opportunities for this position. Starting salary will be thoughtfully determined by the hiring manager based on a variety of factors including candidate experience, education, relevant skills, and qualifications brought to the role. The initial offer could be any amount within the posted range, reflecting Epsilon's commitment to fair and competitive compensation.

Where you’ll work: This is a hybrid onsite/remote opportunity where you will report to the customer’s location in Washington, DC and have the flexibility to work from home based on business needs.

An average day: As Program Manager, you will serve as both business leader and technical director, organizing, directing, and coordinating the planning, oversight, and implementation of Epsilon contracts and operational areas. This role combines traditional program management accountability for financial, operational, contractual, and compliance areas with hands-on technical leadership of software development teams. You will develop strategic customer and business relationships while driving technical excellence and innovation to ensure program success and growth. This position requires direct involvement in business development processes and serves as a key technical representative of Epsilon to customers, subcontractors, and internal stakeholders. In this position you will:

Oversee daily management of financial, operational, contractual, and compliance areas for assigned program(s) Ensure performance, completeness, and accuracy of work to achieve program objectives within budget and timeline Manage scope of work, deliverables, milestones, and compliance requirements across task orders Maintain and cultivate client relationships to drive program growth and expand customer partnerships Provide direct input and support for business development and proposal processes across Epsilon Enterprise Submit required reports to contracting authorities and maintain workforce training/certification compliance Lead and mentor a team of software developers, providing technical guidance, career development support, and performance feedback to foster professional growth and maintain high team morale Drive technical decision-making and architecture choices, ensuring scalable, maintainable, and secure software solutions that meet current and future business needs Establish and enforce coding standards, best practices, and development processes including code reviews, testing protocols, and deployment procedures Collaborate with cross-functional teams including product management, design, and QA to ensure seamless project execution and alignment with business objectives Stay current with emerging technologies and industry trends to guide technology roadmap decisions and recommend strategic improvements to development practices Implement and optimize agile development methodologies, facilitating sprint planning, retrospectives, and stakeholder communication to ensure predictable delivery Manage project timelines, resource allocation, and deliverables while balancing technical debt, feature development, and system maintenance priorities Collaborate with senior leadership to translate business requirements into technical specifications and provide accurate effort estimates for development initiatives Ensure high-quality software delivery through comprehensive testing strategies, monitoring systems, and incident response procedures Drive continuous improvement initiatives focused on development velocity, system performance, and team productivity metrics Basic Qualifications:

As a requirement of this position, all candidates must be a U.S. Citizen. Bachelor's degree in Information Systems, Business Systems, MIS, IT Management, Computer Science, Engineering, Mathematics, or related technical field Fifteen (15) or more years of combined experience in project/program management and software development leadership Project Management Professional (PMP) or equivalent project/program management certification Demonstrated experience leading and managing software development teams Proficiency in software development lifecycle, agile methodologies, and DevOps practices Technical background with ability to make architectural decisions and provide technical guidance Experience with modern development tools, testing frameworks, and deployment processes Proven ability to independently resolve management issues including staffing, budget, and operational challenges Demonstrated leadership with excellent interpersonal and written/oral communication skills Strong problem-solving abilities and capacity to translate policies into operational procedures Proven track record achieving programmatic, budgetary, and growth goals Knowledge of multiple technology industry disciplines Proficiency in Microsoft Office Suite and project management tools (MS Project, Jira/Confluence, Azure DevOps) Preferred Qualifications:

FAA Experience is highly preferred ITIL v4 Certification Relevant technical certifications (AWS, Azure, Agile/Scrum Master, etc.) Experience in federal contracting environment Background in software architecture and system design Other Requirements:

Must be able to pass federal background investigation and obtain a Public Trust. ( This is a federal contract position and requires candidates to obtain and maintain the appropriate level of Security Clearance or Public Trust. Adjudication of the required Security Clearance or Public Trust is determined solely by the government. If the government determines that the candidate cannot obtain and/or maintain the appropriate level of Security Clearance or Public Trust, Epsilon will be unable to place the candidate in this position.) This role oversees and manages a team of direct reports. Must be able to travel to various Company locations and/or Customer sites across the United States for meetings and onsite visits, as needed by the Company/Customer.
