Incumbent: Classification: Full-Time Exempt
Date: 5-7-25 General Purpose: Under the direction and authority of the Mayor and City Council, performs high-level administrative, technical and professional duties which include directing and supervising departments/staff/boards and overall day-to-day operations of the city. Desired Qualifications: Education and Experience: Bachelor’s Degree in public administration, political science, business management, or other related fields (preferred) 3-5 years of experience as a municipal administrator, assistant municipal administrator, department head, or any combination of education or experience (preferred) Education and/or experience outside of the abovementioned desired qualifications may be considered Essential Duties and Expectations: Provide leadership and direction in establishing a unified vision for the City Establish short-term and long-term goals for the City Maintain clear and consistent communication among the Mayor, City Council, staff, committees, and citizens in order to ensure transparency is a priority Possess knowledge for administering Type-A General Law cities Effectively communicate both verbally and in writing Manage and supervise all departments of the city which include: Electrical, Water/Wastewater, Public Safety, Parks & Recreation, Finance, Community Development, Airport, Administrative, and Maintenance with the following in mind:
Effective leadership and communication Strategic structural organization of departments Efficient and sufficient staffing, schedules, and workload assignments Engage and motivate staff to excel within roles Ensure staff receive appropriate training to excel Ensure uniform conformance and implementation of policies and procedures Update and standardize policies and procedures to improve the efficiency and effectiveness of operations Assign projects Complete performance evaluations and make decisions regarding hiring, disciplining, and terminating city staff, excluding the Mayor and City Council
Work with Staff to prepare the annual budget in accordance with LGC Discuss and present the annual budget with Mayor and City Council Monitor and administer revenues and expenses in accordance with the adopted budget Provide timely financial reports to Mayor, City Council, and Department Directors Assist with completing the annual audit, correcting deficiencies, and presenting to Mayor and City Council Know and enforce purchasing policies and regulations Advise Mayor and City Council of current and future needs for planning purposes (for example future growth and economic development) Frequently communicate Departmental updates to the Mayor and City Council Ensure laws, policies and ordinances are enforced Perform and administer contract management Develop and maintain intergovernmental relationships Prepare, oversee, and/or review studies/reports, and coordinate/communicate with Mayor and City Council for decision making Attend all City Council and committee meetings and workshops Maintain a positive professional image Establish and maintain effective working relationships with employees, city officials, and the public Efficiently and effectively make sound judgments and decisions with the best interest of the citizens and city in mind Attend and support local events within the City of Llano Perform other duties as may be directed by Mayor and City Council The City of Llano, also known as the “Deer Capital of the Hill Country”, is looking for an experienced and energetic leader to become our new City Manager. Llano is a small town of 3,490 nestled in the heart of the Texas Hill country and is the county seat for Llano County. Home of the Fighting Llano Yellow Jackets, Coopers Bar-B-Que, Inman’s Kitchen, Buttery Company, Miiller’s Meat Market, Chrissy’s Bakery, Burger Bar, Dairy Queen (of course just like every other Texas town), and a whole lot of other unique businesses and restaurants. If you head west off of I-35 anywhere from Georgetown to San Marcos, all roads lead right through the heart of Llano, the intersection of State Highways 29 and 71. Where the term “a river runs through it” has a literal meaning as the picturesque Llano River runs straight thru the middle of town. The river is impounded by 2 low-head dams creating what the locals call Robinson Park Lake and Town Lake. The banks of the river are home to several parks including Robinson Park, Badu Park, and Grenwelge Park, as well as Llano’s own 18-hole golf course. The Llano River is a great place for fishing, swimming, and kayaking, and is home to several festivals such as LEAF (Llano Earth and Arts Festival), Llano Crawfish Open, Chuckwagon Cookoff, Rock’n Riverfest, Starry-Starry Nights, and many more. And just wait until you see our sunsets! City of Llano recreational facilities include Llano Municipal Airport (AQO), John L. Kuykendall Events Center, Llano River Golf Course, Robinson Park, and swimming pool, Badu Park and the Matt & Doraliza Raglin Splashpad, and the historic Lantex Theater. The top expectations of the City Manager include: engaging leadership and staff management, ensuring financial stewardship, and building community relations while maintaining effective communication and transparency across the board. We are looking for someone with the vision to lead the City through current and future growth. The City Manager will manage the city staff within the departments of Water/Wastewater, Electrical, Public Safety, Parks & Recreation, Community Development, Airport, Administrative, and Maintenance. The City of Llano is an incorporated Type A General Law City with an Aldermanic form of government consisting of a Mayor and 5 Council members, elected by and responsible to the citizens of Llano. With this being said, the City Manager is appointed by and responsible to the City Council for the proper administration of the City affairs. The City Manager will represent the City as an approachable and effective public servant. Some of the desired characteristics of the City Manager include high personal integrity and reputation; inclusive management style, and ability to work positively with State and other local agencies. The importance of strong written and verbal communication skills cannot be overstated. The City Manager is required to effectively and concisely communicate in writing operating reports, agreements, land use reports, business correspondence, and Council policy. Additionally, the City Manager must use tact and diplomacy when communicating potentially sensitive information. The City Manager should be able to critically assess projects, proposals, and operations to ensure the interests of the City and its citizens are protected. The City Manager will frequently represent the City in negotiations and must have the ability to clearly interpret and communicate the position of the City.
