The Summary
The
Deputy Project Manager
(DPM) supports the Department of Transportation Headquarters Armed Security Services Contract and functions as the alternate to the Project Manager (PM). The DPM has full authority to act on all contract matters in the PM’s absence and ensures uninterrupted leadership and compliance with technical, cost, and schedule requirements. The DPM is responsible for implementing, monitoring, and enhancing the Quality Control Plan and ensuring the contractor’s workforce adheres to all contract standards and requirements. This position demands strong leadership, attention to detail, and effective communication with federal stakeholders.
This position is contingent upon contract award
Responsibilities
Serve as the acting Project Manager in the PM’s absence, with full authority to manage and represent the contract. Accept and respond to official government communications, including deductions, inspection reports, and correspondence. Implement, monitor, and upgrade the contractor’s Quality Control Plan to ensure operational excellence and contract compliance. Oversee day-to-day contract performance, ensuring workforce compliance with established standards and federal regulations. Collaborate with government personnel to support mission objectives and resolve any operational concerns. Maintain consistent and professional communication with the Contracting Officer’s Representative (COR). Ensure all operational, personnel, and reporting obligations are fulfilled in accordance with the contract. Must not simultaneously serve in a uniformed position (e.g., Facility Commander, Shift Supervisor, or ACSO), except during emergencies and only with prior COR authorization. Must wear business attire while performing duties (e.g., dress trousers, blazer, dress shirt, and tie or suit with tie).
Qualifications
A minimum of five (5) years of specialized experience, including: Supervisory experience in law enforcement, military, or a security-related field. Experience in project development and implementation from inspection through deployment. Demonstrated ability to manage budgets and resources using complex reporting systems. Experience managing multi-task contracts or subcontracts of various types and complexity. A bachelor’s or master’s degree in any field, or substantial and credible experience in law enforcement, military, or business management that demonstrates capacity to manage a security force of similar size and scope. Must be able to pass a Tier 2 Public Trust background investigation. All government suitability requirements must be fully met before assuming duties on this contract. Proven ability to enforce and enhance a Quality Control Plan to meet contractual performance metrics. Strong leadership, organizational, and communication skills, with experience interacting with government officials. Must be capable of assuming full authority in the absence of the Project Manager.
Knowledge, Skills And Abilities
Skill in operating a personal computer and standard office equipment. Must have knowledge of a variety of computer software applications in word processing, spreadsheets, database, (MSWord, Excel, Access, PowerPoint), and Outlook Must write clearly and informatively; edit work for spelling and grammar; vary writing style to meet needs; present numerical data effectively; able to read and interpret written information Seniority level
