The Principal Estimator has broad authority over decision-making, staffing, and budgeting within their functional area, with significant policy and business decisions subject to approval by the Chief Estimator and VP of Program Controls. They provide input into strategies and approaches, working closely with senior leadership. Responsibilities:
Prepare, review, and oversee estimates for materials, labor, equipment, and complete pricing at all design stages. Analyze project documents and drawings to identify cost factors and risks. Continuously evaluate estimates to manage risks, environmental impacts, and budget constraints. Coordinate with technical leads, architects, and engineers to understand project scope and develop accurate estimates. Obtain current pricing data from databases, contractors, and suppliers. Review and finalize unit costs based on market conditions and project logistics. Review historic cost data and identify variances. Develop bid estimates, negotiate with contractors and consultants, and assist with change orders and claims. Track and forecast price escalations, providing guidance for long-term projects. Supervise development of conceptual and feasibility cost models. Provide training to junior estimators. Qualifications:
Bachelor's degree in Engineering, Finance, Construction, or related field. Minimum 16 years of relevant experience, including at least 10 years in management or supervisory roles. ASPE or Associate Estimating Professional Certification preferred. Experience with alternative delivery methods is a plus. Excellent communication, team-building, problem-solving, and prioritization skills. Knowledge of construction practices, techniques, and equipment. Familiarity with FTA estimating procedures and SCC format. Proficiency in data analysis and technical document interpretation. Strong computer skills, including Microsoft Office and estimating tools.
