The Capital Projects Manager (CPM) position is part of the District of Columbia Public Library (DCPL) Capital Planning and Construction division.

The District of Columbia Public Library is a vital and cherished institution with significant ongoing investments in new and modernized libraries across all eight wards. Beautiful, award-winning, well-loved libraries make up the Library Built environment within the District and are benchmarked nationally and internationally.

Capital Planning and Construction is responsible for new construction and renovations with a strong commitment to excellence in the civic built environment. We are focused on creating civic destinations that are context-sensitive, human-centered, and climate-forward.

The position reports to the Director of the division.

The position is primarily based out of MLK Jr. Memorial Library, a landmark, and celebrated central library that reopened after an extensive $200M+ renovation in 2020. This position is one-year term renewable year over year, subject to performance, compatibility of skillset to project phase and continued funding.

The position will have significant impact both within and outside the DC Public Library in safeguarding and enhancing credibility within the communities, District administration and agencies, as well as with design and construction industry partners.

The CPM will routinely collaborate with internal library team members, design & construction firms, trade contractors, utility companies, furniture, fixtures and equipment suppliers, other service providers, and district agencies.

Major Duties And Responsibilities

The CPM will support human-centered and inclusive design that is responsive to the needs of the community with age-appropriate environments that accommodate a diverse range of library patrons and facilitate various activities. The CPM will shepherd the delivery of the assigned new construction and renovation projects within the Library Built Environment Roadmap within budget and on time while adhering to safety and compliance requirements. The CPM will seek guidance as needed to then independently manage and monitor the simultaneous design, construction or renovation of 1 to 2 library projects. With direction from the Director, CPM will contribute to the projects that are climate-forward, net-zero energy ready. The CPM will support design and construction that integrates advanced building systems, including acoustics, mechanical, electrical, plumbing, building automation, AV technology, and security, into resilient and vibrant interior spaces within a high-performing building envelope. The CPM will collaborate with the CPM team to make recommendations to the Division head for approval, to enable timely decisions, holding collaborators and contractors accountable, and initiating corrective actions when needed. The CPM will be extremely organized and maintain strict project records including document control and flow. The CPM will formulate and refine succinct scopes of work, propose project delivery methodologies, formulate well thought through conceptual schedules, and market informed cost estimates and budgets. The CPM will anticipate and proactively initiate administrative, technical, and fiscal actions to mitigate risks to scope, schedule, budget and compliance. Based on the needs of the project, the CPM will enable preliminary feasibility studies, site due-diligence investigations, geotech borings, Phase I & II environmental assessments, and map out the regulatory process to validate the project’s scope, budget, schedule for the project. During the solicitation process, the CPM will collaborate with the procurement team in selection of the most qualified consulting design, engineering, construction firms and or other contractors. The CPM will provide the Director of Capital Projects a detailed recommendation for award of contract. The CPM will support contract negotiation and contract issuance process including tracking the budgetary and legal sufficiency packages required for Council award. Upon award of contract(s), the CPM will serve as the contract administrator, and onboard the selected firm(s) ensuring compliance with all contractual and fiscal statutory requirements throughout the contract term. The CPM will, as required, serve as the contract administrator for assigned contracts and review contractor performance and ensure timely payment for rendered services. The CPM will, as required, serve as a panel member to support team members shepherding concurrent Capital projects. During the design process, the CPM will collaborate with consulting design partners to establish and maintain alignment with goals, budget, and schedule, while proactively mitigating risks to success. The CPM will monitor projects and flag to the Director any deviation from program goals, agency policies, schedule changes, and changes to the objective performance and operational characteristics of the project. For each phase of the design process—starting with building program finalization, through concept, schematic design, design development, permitting, construction documents, and GMP finalization—the CPM with guidance from the Director monitor, and review narratives, drawings, presentations, and specifications. At the culmination of each phase, the CPM will ensure alignment with project goals by informing, consulting, seeking input, and obtaining support or approval from relevant internal and external stakeholders and regulatory entities. The CPM will have the ability to effectively collaborate with internal staff & external partners who possess extensive knowledge and background in urban development, engineering and architecture. The project manager will collaborate with internal and external partners/stakeholders for resolution of complex routine challenges throughout the project lifecycle to ultimately enable successful completion. During construction, the CPM will review submittals, ASIs, RFIs, and onsite conditions to ensure adherence to design intent. The CPM will work with design and construction partners to resolve conflicts arising from interpretations of drawings and specifications. The CPM will perform site inspections, monitor construction quality, ensure compliance with safety and labor laws, adherence to project schedules, and cost control. The CPM will integrate library stakeholders at appropriate points during construction to facilitate a smooth project acceptance process, including equipment start-up, commissioning, testing, training, and staff move-in. The CPM will also manage the hand-off of record drawings, specifications, and warranty documents. The CPM will apprise and provide the Director of Capital Planning & Chief Procurement Officer with justification for the need for contract change orders related to cost or schedule based on an exhaustive review of site conditions, field measurements, and basis for change in cost or schedule. The CPM will be responsible for timely issuances of payments for design and construction services rendered and for ensuring all project closeout requirements have been met. The CPM, in conjunction with the design and construction partners, shall support coordination operations with any District and Federal and agencies with jurisdictions through the planning, design and construction phases. The CPM will support the Director of Capital Projects, District agencies, contractors and vendors as required for stewardship of the Library built environment. The CPM performs related duties as assigned.

Education And Experience

The incumbent must possess a Bachelor’s Degree from an accredited college or university in either of the following disciplines: Architecture, Interior Design, Building Technology, Engineering, Real Estate, Construction Management, Environmental Science or other related fields. LEED accreditation, professional registration.

Required

The incumbent is required to have a minimum of 3

years in the AEC (Architecture, Engineering, and Construction) industry with a minimum of 1 year within an owner’s project delivery team. In addition, the incumbent is required to have the following:

Experience in planning, design and construction of typologies such as mixed-use, Cultural, Retail, Civic, or innovative workspace and learning environments. Experience of successful delivery of built environment projects while being proactive, collaborative, ethical, and credible. Some knowledge of initiating administrative, technical, and fiscal actions to mitigate risks to scope, schedule, budget and compliance. Reasonable technical knowledge of successfully supporting concurrent new construction and complex renovation projects, collaboratively through the entire lifecycle, including planning, budgeting, procurement, design, construction, commissioning, outfitting, and transition to occupancy, operations and maintenance. Knowledge of design, construction, engineering, procurement, and other project-related activities, including their interfaces and interdependencies. Working knowledge of safety and environmental issues. Strong verbal and written communication, interpersonal and presentation skills with the ability to support collection of project requirements, to explain design and construction concepts to project stakeholders. Proven work ethic and ability to work well with others as well as independently. A detail-oriented approach with analytical, problem-solving and troubleshooting skills. An open-mind mindset, be adaptive to change, promote the collective interests of the team more than self-interest, and be able to resolve problems in a respectful manner.

Software & Technical Skills

Microsoft Project, Primavera, and other software packages that are widely used in the construction industry such as Procore, Bluebeam, etc.

Residency Requirements

A person applying for a position in the Career Service, Educational Service, Management Supervisory Service, an attorney position in the Legal Service (series 905) other than the Senior Executive Attorney Service (SEAS), or an attorney position in the Excepted Service (series 950) who is a bona fide District resident AT THE TIME OF APPLICATION for the position, may be awarded a 10-point residency preference over non-District applicants unless the person declines the preference points. If selected the person shall be required to present no less than 8 proofs of bona fide District residency and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment.

Selectee will be eligible for health and life insurance, annual (vacation), and sick leave and will be covered under the District of Columbia government's retirement plan. However, if the selectee was previously employed in the District of Columbia government under an appointment for which he/she was eligible for Civil Service Retirement (CSR), contributions to CSR will resume upon re-employment.

WORK CONDITIONS/ENVIRONMENT

A permanent workspace is allocated to the incumbent at Martin Luther King Jr. Memorial Library in Washington, DC.

Hybrid remote telework/in-office schedule option is available.

This position is funded through Capital funds therefore it is a three--year term renewable without a limit subject to performance, compatibility of skillset to project phase and continued funding.

In the first year assignments will be narrower in scope with extensive guidance from the Director and subsequent assignments may be broader in scope with reduced supervisory guidance.

Office related work as well as work performed at construction locations. Such visits expose the incumbent to a variety of hazards associated with construction activities, including high noise levels, dust, moving equipment, chemicals, temperature extremes, etc.

Appointed Salary -

The selected incumbent will be appointed at the appropriate salary rate of a CS 13.

Budgeted Salary –

This position is budgeted for the minimum salary of $93,069 to the maximum salary of $105,001.00
