Fiscal Compliance System Lead

(Business and Finance Officer IV) that will bring

deep technical expertise in contract fiscal monitoring and public fund accounting to administer a system of internal controls and provider supports that contribute to sustainable community grantmaking . While contributing to stronger and more equitable DCHS financial and contracting systems and provider partnerships, this position will focus on the Children, Youth, and Young Adults Division (CYYAD) which includes the Best Starts for Kids (BSK) initiative that spans multiple Divisions in DCHS and Seattle-King County Public Health. This opportunity is an excellent fit for a seasoned and dynamic financial professional with extensive

fiscal compliance

or

audit experience , particularly as it pertains to

public funds and contracting with small, nonprofit, and community-based organizations .

In addition to relevant subject matter expertise in fiscal compliance, the ideal candidate will be skilled in conveying technical topics to non-technical audiences, systems coordination involving leading and facilitating cross-function engagement, developing solutions that balance diverse goals, and confidently and concisely communicating trade-offs in decision-making. Success in this role will also require a

deep commitment to customer service, continuous quality improvement, the King County’s Equity, Racial, and Social Justice mission, and the Children and Youth Advisory Board Statement on Equity .

Job Duties

Administer a robust financial compliance system that enables grantmaking with diverse providers and serve as a key advisor for Best Starts for Kids and DCHS CYYAD financial compliance requirements Design, develop, and implement recommendations that strengthen provider readiness for and compliance with funding and contract requirements, technical assistance and capacity building efforts, and training, tools, and other resources that support financial stewardship and best practices Design, develop, and implement recommendations for internal policies, process improvements, and resources related to fiscal grant administration and compliance Collaborate with Finance and Compliance teams to align practices and advise fiscal staff and project/program managers performing desk monitoring Conduct and contribute to internal and external trainings as well as workgroups and communications as it relates to compliance and fiscal monitoring Perform fiscal assessments and desk monitoring, including review of general ledgers and other budget and financial reports and expense documentation Coach and support coaching of providers on financial and accounting compliance requirements Perform other projects and duties as assigned

Experience, Qualifications, Knowledge, Skills

Bachelor’s degree in finance, accounting, or public administration, and six (6) years of relevant, progressive professional experience in the financial monitoring or auditing of subrecipients, and/or any equivalent combination of experience and education which provides the desired skills, knowledge, and ability required to perform the work. At least five (5) years of experience with administration of grants, reporting requirements, and regulatory compliance guidance, such as 2 CFR 200. At least five (5) years of experience evaluating expenditures for allowability and financial compliance. Knowledge of Generally Accepted Accounting Principles (GAAP) and the Governmental Accounting Standards Board (GASB) standards. Skilled in analyzing systems for opportunities for improvement, making strategic recommendations, and developing protocols, policies, or procedures. Skilled in effectively presenting and communicating complex financial information to a wide range of audiences, including non-technical audiences. Ability to work collaboratively to secure informed work products and recommendations. Ability to manage time and adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products. Highly self-motivated individual with independent time management skills. Very effective communicator in written, verbal and presentation forms. Demonstrated proficiency with MS Office suite. Commitment to racial equity and the King County Equity and Social Justice Strategic Plan.

Desired Qualifications

Advanced knowledge of financial statement analysis and/or compliance audits. Knowledge of human service programs. Knowledge of King County programs, funding sources, policies and requirements.

Additional Position Information

This position has been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. For more detailed information, please visit HR Policy County Operations During Emergency Situations and the King County Guidelines for Workforce Management in an Emergency. The work associated with this position will be performed or conducted through a combination of teleworking and onsite work and meetings. This position is expected in the office and/or community one day a week and may increase depending on business needs. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday - Friday, 8am - 5pm.
