The United States Department of State, Bureau of Political-Military Affairs, Office of the Directorate of Defense Trade Controls (PM-DDTC) is responsible for the regulation of defense trade through the Arms Export Control Act (AECA) and its implementing regulations, the International Traffic in Arms Regulations (ITAR). DDTC regulates temporary and permanent exports and the temporary import of defense articles, defense services, and technical data involving items on the United States Munitions List (USML). DDTC regulates the brokering of defense articles, defense services, and technical data. DDTC maintains the registration of manufacturers, exporters and brokers and issues export authorizations. DDTC administers the commodity jurisdiction process, a formal USG decision process to determine which specific items are controlled by the USML or by the Department of Commerce's Export Administration Regulations. DDTC ensures compliance with the ITAR and AECA through its support of criminal enforcement actions undertaken by the Department of Justice, civil enforcement actions initiated in-house, disclosure program through which companies are encouraged to report violations they have discovered, and pre- and post-license checks to confirm that goods are being shipped as authorized by the export license.

Possesses knowledge of a wide range of concepts, principles, and practices of a professional or administrative occupation, such as would be gained through extended study or experience, and skill Applies knowledge to difficult and complex work In consultation with the supervisor, develops deadlines, projects, and work to be Is responsible for planning and carrying out assignments, resolving most of the conflicts that arise, coordinating the work with others as necessary, and interpreting policy on own initiative in terms of established objectives In some assignments, determines the approach to be taken and the methodology to be Keeps the supervisor informed of progress and potentially controversial Completes work requiring review only from an overall standpoint in terms of feasibility, compatibility with other work, or effectiveness in meeting requirements or expected Employs many different and unrelated processes and methods, such as those relating to well established aspects of an administrative or professional field Makes decisions regarding what needs to be done, to include the assessment of unusual circumstances, variations in approach, and incomplete or conflicting data Presents State Department positions that pertain to regulatory framework and jurisdictional issues to both foreign and domestic industry experts, subject matter experts, and governmental entities to audiences of at least 150 Participates in the drafting, reviewing, and editing of Notices of Inquiry and Proposed and Final Rules in collaboration with Regulatory and Multilateral Affairs division Reviews capabilities of novel and current technologies for inclusion or addition to the Identify areas for improvement in the ITAR, the Commodity Jurisdiction (CJ) Determination Form (DS-4076), and USXports; prepare solutions for review by legal and management and add solutions to the DDTC web site via the FAQ vehicle Maintains the process and performs analysis for Regulatory Review Reviews and drafts text for General Correspondence that incorporate questions concerning the jurisdiction of commodities Provides Emerging Technology analysis and develops written products for review by management, DTCC CFIUS, and L/PM, as necessary Can perform work where guidelines are scarce or of limited use and administrative policies and precedents are applicable but stated in general terms Uses initiative and resourcefulness in deviating from traditional methods or researching trends and patterns to develop new methods, criteria, or proposed new policies Performs varied duties requiring many different and unrelated processes and methods applied to a broad range of activities or substantial depth of analysis.
