Job Summary
The Program Specialist reports to the Program Manager and is responsible for providing services and engaging youth in program by performing the following duties:
Essential Duties/Responsibilities
Provide individual, face to face case management to up to 30 ILP youth focusing on five fundamental components: Permanence and Connection for Independence, Education, Employment, Youth Development and Housing. Complete and pass the VITA Certification Tests within 60 – 90 days (annual renewal required): Volunteer Standards and Conduct Intake, Interview, and Quality Review Site Coordinator Advanced tax preparer list As VITA Coordinator, recruit and maintain volunteers for VITA. In person attendance of trainings and events for VITA. Grant reporting and communication with VITA grant funders. Provide flyers for the monthly newsletter. Recruit facilitators from outside agencies and services to present at ILP curriculum classes. Create the schedule for curriculum classes. Outreach to ILP youth and ensure that they engage in all workshops and curriculum classes. Ensure attendance of individual caseload to all workshops and curriculum classes. Assist with data monitoring for progress of ILP outcomes. Be prepared/willing to plan, facilitate/co-facilitate and participate in all workshops and curriculum classes. Engage with co-located partners to ensure diversity in curriculum classes and to provide resources to clients. Provide individual and group case management for ILP youth. Provide resources for support to parenting youth and connect them to ILP/Hub resources. Distribute financial incentives for ILP youth. Provide resources and referrals to relevant, culturally appropriate services in the community where the youth resides or plans to reside. Coordinate with Career Development Unit for Life Skills workshops. Provide outreach to engage youth not participating in services. Coordinate outreach with social workers for youth age 14-15 informing them of “Early ILP” services available. Collaborate with DFCS staff, Career Development Unit, Educational Services Unit, DFCS ILP, Social Workers, Juvenile Probation Officers, adult supporters and other stakeholders working with ILP youth. Attend required agency and stakeholder meetings. Maintain client files, statistical data and reports per protocol and deadlines. Coordinate college/career exploration tours. Participate in agency Program Quality Improvement activities and initiatives. Participate in agency Safety initiatives and proactively report safety issues to management immediately. Regular attendance is required. Additional duties as assigned.
Education And Experience
Bachelor’s Degree (BA) from four-year college or university plus a minimum of 1 year of comparable work experience. Experience working with foster care system, probation and/or transition age youth required. Experience working with culturally diverse youth required. Tax experience is strongly desired. Knowledge of local Child Welfare and Juvenile Probation policies, procedures and governing legislation preferred, but not required. Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Must be able to communicate effectively. Bilingual communication skills preferred but not required. Current CPR and First Aid Certification required (or complete within 30 days of hire). Valid California driver’s license with access to a personal vehicle with current insurance that can be used for company business. Fingerprint/background check and TB test required. TB test required. Experience providing services to clients of various racial, ethnic, socioeconomic backgrounds or sexual identity who are overrepresented in homeless populations as well as working in different cultural environments. An understanding of humility and respect for working with homeless youth and families.
Required Skills/Abilities
Must be punctual, efficient and organized; effective and professional under pressure. Ability to balance excellent client care with meeting deadlines and ensuring positive program goals and outcomes. Excellent communication skills - must be personable and informative when presenting BWC programs and services. Ability to work with basic mathematical concepts as required for reporting. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions. To perform this job successfully, an individual should have knowledge of Internet software; Spreadsheet software and Word Processing software. Internet research skills are a plus.

Salary Range
$25.00 - $29.00 per hour.
