Job Title: Acquisition & Assurance - Procurement Analyst JOA: CDAO-2025-000203 Pay Scale: $120,579-$156,755 Open Date: 7 August 2025 Close Date: 12 August 2025 About the Chief Digital and Artificial Intelligence Office The Chief Digital and Artificial Intelligence Office (CDAO) is a Principal Staff Assistant (PSA) responsible for accelerating the adoption of data, analytics, and Artificial Intelligence (AI) to generate decision advantage across the Department of Defense (DoD). The CDAO enables the Military Departments and Services, Joint Staff, Combatant Commands (CCMDs), Office of the Secretary of Defense (OSD), and other DoD Components to rapidly introduce new capabilities and effectively experiment with emerging operational concepts in support of DoD’s warfighting missions. The Acquisition and Assurance Division leads the procurement, contracting, and assurance of digital, data, and AI-enabled capabilities for the Department. This division ensures that programs are executed with speed, agility, and compliance, leveraging innovative acquisition methods to deliver secure, scalable, and mission-ready solutions to the warfighter. The Procurement Analyst serves as a warranted agreements officer and business advisor, responsible for planning, developing, and executing complex contracting strategies in support of a wide range of programs, products, and systems. This role manages acquisition schedules to prevent delays, reviews requirement packages for compliance, and applies rapid acquisition processes—including Other Transactions, Commercial Solution Openings, Partnership Intermediary Agreements, and Cooperative Agreements. The Procurement Analyst also oversees post-award contract administration, ensures performance management of assigned contracts, and contributes to special projects and initiatives in a dynamic, fast-paced environment. This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f and does not convey eligibility to be converted to the Competitive Service. The position is GG-1102-13 and is
open to current Department of Defense employees ONLY . This position is located in the Washington, DC area. Applications will close on August 12th at 11:59:59 PM. What you'll do here: Plan the overall approach to meet contracting program objectives as a warranted agreements officer for a wide range of programs, products, or systems, which may involve emerging rapid acquisition processes (i.e., Other Transactions, Commercial Solution Openings, Partnership Intermediary Agreements, Cooperative Agreements, etc), span multiple years or involve successive program stages. Review complex requirements packages for adequacy and compliance with administrative, regulatory, and procedural requirements. Evaluate and execute an acquisition schedule so as to not delay award of any assigned contract, often developing and utilizing rapid acquisition processes. Execute post-award contract performance management actions on assigned contracts. Performs contract administration. Serve as business advisor to a wide range of customers in an environment with organizational and mission volatility, makes substantive contributions to special projects/initiatives, and performs special assignments. Requirements U.S. Citizenship is required. Candidate is encouraged to provide e-portfolio, project samples, Github, etc. to their submission package. Males born after 12-31-59 must be registered or exempt from Selective Service https://www.sss.gov/Home/Registration This position is subject to provisions of the WHS/OSD Priority Placement Program (please see details below) A three-year trial period may be required if not previously completed a trial or probationary period in the excepted or competitive service Must be determined suitable for federal employment.
