About the Role
As a Contract Specialist supporting the
Federal Health Agency , you will play a vital role in managing the full lifecycle of research and development (R&D) agreements. This includes both pre- and post-award contract activities for pioneering health initiatives. You will collaborate closely with Agreements Officers and Mission Office teams to develop, solicit, award, and manage Other Transactions (OTs) and assistance agreements that enable cutting-edge biomedical innovation. Key Responsibilities Provide full-spectrum contract support for R&D assistance agreements and Other Transactions (OTs), from pre-award to closeout. Assist Agreements Officers in all stages of the acquisition process, including solicitation development, proposal evaluation, award drafting, and agreement administration. Work with Program Managers and Mission Office personnel to ensure acquisition strategies are aligned with programmatic goals. Ensure compliance with relevant acquisition regulations and internal procedures, with particular attention to the flexible nature of OTs. Proactively identify and manage acquisition risks while encouraging innovative, efficient contracting solutions. Qualifications Minimum of 5 years of relevant experience in acquisition/contracting; federal contracting experience strongly preferred. Proven expertise with Other Transactions (OTs) and/or R&D contracting. Familiarity with the Federal Acquisition Regulation (FAR) and federal R&D acquisition practices. Self-starter with the ability to operate effectively in a fast-changing, mission-driven environment. Strong communication, organizational, and analytical skills. Seniority level
