is a mission-driven FQHC dedicated to expanding access to high-quality, compassionate care across Lassen County. We are seeking an experienced, strategic, and collaborative Chief Financial Officer (CFO) to lead our financial operations and join our executive leadership team.
Key Responsibilities
Lead financial strategy, planning, and oversight of accounting, billing, central supply, and credentialing. Manage the annual operating and capital budgets; present financial reports to the CEO, Board, and Finance Committee. Oversee revenue cycle functions, including billing, collections, and payer reimbursement analysis. Ensure compliance with HRSA, Medicare/Medi-Cal, grantor requirements, and support the annual audit. Supervise Medical Records and Registration managers; foster transparency, inclusion, and team development. Oversee MIP accounting software and support data-driven decision-making. Collaborate with the CEO and Board on financial sustainability and capital project planning.
Qualifications
Bachelor’s degree in Finance, Accounting, or related field required; CPA or Master’s preferred. 5–7+ years of progressive financial leadership experience (FQHC or healthcare strongly preferred). Deep knowledge of PPS reimbursement, HRSA guidelines, and nonprofit financial compliance. Proficiency with MIP accounting software and Excel. Strong leadership, communication, and strategic planning skills.

Position Summary
The Chief Financial Officer (CFO) provides strategic financial leadership and operational oversight for Northeastern Rural Health Clinics (NRHC), ensuring the fiscal integrity and long-term sustainability of the organization. The CFO oversees financial planning, reporting, budgeting, revenue cycle operations, information systems, and internal controls, while maintaining compliance with federal, state, and grantor regulations. Reporting directly to the CEO, the CFO plays a key role in organizational strategy, board engagement, and cross-departmental coordination.
The CFO must be committed to supporting NRHC’s mission of expanding access to high-quality, compassionate healthcare in rural and underserved communities.
Essential Duties And Responsibilities
Financial Leadership & Reporting
Develop and manage the organization’s annual operating and capital budgets in collaboration with the CEO and department leaders. Ensure timely and accurate monthly financial statements, productivity metrics, and performance reports. Present monthly financials and variance analysis to the Finance Committee and Board of Directors. Lead cash flow forecasting, financial modeling, and scenario planning to support long-term sustainability.
Revenue Cycle & Reimbursement
Oversee billing, collections, and all revenue cycle functions to maximize reimbursement and reduce accounts receivable. Manage payer contracts, analyze reimbursement trends, and provide negotiation support to the CEO. Ensure accuracy of encounter reporting, claims submission, and compliance with Medicare, Medi-Cal, and commercial payers.
Compliance & Audit
Maintain strong internal controls and ensure compliance with federal and state regulations, including HRSA requirements and Uniform Guidance. Coordinate the annual financial audit and ensure timely submission of audit reports, UDS, cost reports, and other grant-related financial deliverables. Regularly assess and improve fiscal policies and procedures; address findings from audits and internal reviews.
Department Oversight & Staff Leadership
Directly oversee the Accounting, Billing, Central Supply, and Credentialing departments. Provide strategic guidance and performance support to the Medical Records and Registration managers. Supervise departmental leads and staff, ensuring alignment with organizational goals, compliance standards, and performance expectations. Promote a leadership style rooted in transparency, inclusion, and trust; foster a culture of collaboration and continuous improvement.
Systems & Technology
Oversee financial systems and work with the Systems Administrator to ensure efficient use of technology. Monitor the performance of the EHR and practice management systems; identify opportunities to streamline financial workflows and data reporting. Ensure effective use of MIP accounting software for financial tracking, grant management, and reporting. Support data-driven decision-making through dashboards, metrics, and reports.
Board and Executive Collaboration
Support the CEO and Board of Directors with financial insights, risk analysis, and strategic planning. Staff the Finance Committee and contribute to discussions around organizational performance, planning, and capital projects. Assist in the preparation of board materials, including audit reports, budgets, and financial forecasts.
Risk Management & Insurance Oversight
Manage corporate insurance coverage, including property, liability, and professional liability for clinical staff. Evaluate coverage levels and renewals in partnership with the CEO and HR. Contribute to risk assessment efforts and organizational mitigation strategies.
Special Projects & Strategic Initiatives
Participate in grant development, capital projects, and program expansion planning. Lead or support special assignments as directed by the CEO.
Qualifications
Education and Experience
Bachelor’s degree in Accounting, Finance, or related field required; Master’s degree or CPA preferred. Minimum of 5–7 years of progressively responsible experience in healthcare finance, preferably in an FQHC or nonprofit setting. Deep understanding of PPS, HRSA reporting, Medi-Cal/Medicare, managed care, and grant compliance. Proven experience leading multi-department teams and managing complex budgets and audits. Proficient in MIP accounting software and Microsoft Office Suite.
