Supervisory It Program Manager

This position is located in the Department of Veterans Affairs (VA), Office of Information Technology (OIT), Chief Technology Office (CTO), Product Engineering Service (PES), Software Product Management (SPM). OIT/CTO/PES/SPM is responsible for comprehensive portfolio management. Major Duties: Oversees the development of detailed program/project plans, tasks, schedules, and ensures identification of required milestone dates through coordination with IT Project Managers and stakeholders, to ensure proper sequencing of events, work efforts, and resources to accomplish objectives Oversees the selection and proper employment of tools and methods to track progress throughout the life cycle of the project. Keeps all parties informed of project status, changes in requirements, changes in resources, and impacts on meeting established project timelines, tasks, milestones, and objectives Provides oversight of provisioning of, computing, and software engineering services Monitoring and evaluation of major VA IT investments and initiatives, and advise senior management regarding IT project planning, budgeting, acquisition, execution of projects and programs. Lead and oversee budget, staffing, and contracting. Manages and facilitates stakeholder meetings to develop plans. Elicits customer support in the development of acquisitions, scope, and finalizing programs/project schedule while reducing product risk. Coordinates with stakeholders to ensure appropriate interests are represented, functional requirements are included in analyses and designs, implements Government and industry best practices and tools within the assigned program areas, business practices are addressed and/or redesigned, and stakeholder feedback is incorporated. Evaluates the performance of direct subordinates and provides counseling, advice, and instruction concerning both technical and administrative matters. Recommends awards, within-grade increases, promotions, developmental assignments, or adverse actions based on performance. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses including mid-point appraisals. Prepares employee performance appraisals and conducts year-end appraisals. Through subordinate supervisors, assigns and schedules work and projects to team members based on existing workloads, priorities, and selective consideration of work requirements and employee capabilities. Through subordinate supervisors, appraises subordinate workers performance, ensures consistency and equity in rating techniques Work Schedule: Monday - Friday 8:00AM-4:30PM. Physical Demands: The work is sedentary. Some work may require walking and standing in conjunction with travel and to attendance at meetings and conferences away from the work site. Working Conditions: Work is performed in a typical computer operations environment. Requirements: You must be a U.S. Citizen to apply for this job. Qualifications: To qualify for this position, all qualification requirements, listed below, must be met by the closing date of this announcement August 6, 2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Applicants must meet all requirements when a request is received to fill a vacancy. You may qualify based on your experience as described below: Basic Requirements: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the five competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information; makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: leading or managing major complex multi-year health care IT software development programs with program budgets greater than $100 Million, demonstrating success utilizing Agile principles, including extensive acquisition/contracting experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
