Essential Functions The purpose of this classification is to provide technical engineering and administrative direction to various City departments and agencies. Duties include, but are not limited to, designing, drawing, and approving plans, and on-site project supervision. The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned: Supervises and directs assigned staff for on-site projects. Reviews and interprets state and federal regulations and ensures compliance. Provides technical direction for other divisions; provides technical direction for traffic control; designs construction or reconstruction of streets. Prepares drainage studies and designs construction or reconstruction of drainage projects. Oversees construction of Public Works projects; monitors projects involving city work crews. Prepares a variety of bid specifications on various projects, cost estimates to determine project feasibility, and site plans. Prepares a variety of reports, correspondence, and related documents; prepares long range cost data and projections; transmits or presents as appropriate. Reviews a variety of construction plans, drainage calculations, and site plans; approves, denies, or revises as needed. Consults with Management, City Management, department heads, contractors, and the general public as needed to provide technical assistance, discuss problems, coordinate activities, provide information, and receive advice/direction. Serves as the technical liaison with the Metropolitan Planning Committee. Maintains regular and predictable in person attendance during regular business hours of the City of Henderson is required. Must undergo and successfully complete drug test and alcohol screening prior to employment and undergo and successfully complete future drug test and/or alcohol screening pursuant to the City's Drug and Alcohol policy. Additional Functions Performs other related duties as required, necessary, or assigned. Minimum Qualifications Minimum Bachelors degree in Civil Engineering with Masters level course work in the field preferred; supplemented by four (4) years responsible experience and/or training that includes civil engineering and land surveying; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid drivers license. Must obtain a Professional Engineer in the State of Kentucky within 4 years of appointment. Performance Aptitudes Data Utilization: Requires the ability to coordinate, manage, and/or correlate data. Includes exercising judgment in determining time, place and/or sequence of operations, referencing data analyses to determine necessity for revision of organizational components, and in the formulation of operational strategy. Requires the ability to use AutoCad. Human Interaction: Requires the ability to apply principles of negotiation. Performs such in formal situations within the context of legal guidelines. Verbal Aptitude: Requires the ability to utilize consulting and advisory data and information, as well as reference, descriptive and/or design data and information as applicable. Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations involving basic algebraic principles and formulas, and basic geometric principles and calculations. Functional Reasoning: Requires the ability to apply principles of logical or synthesis functions; to deal with several concrete and abstract variables; and to analyze major problems that require complex planning for interrelated activities that can span one or several work units. Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the direction, control and planning of an entire program or set of programs. ADA Compliance Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation. Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, depth, and visual cues or signals. Some tasks require the ability to communicate orally. Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as wetness, humidity, rain, temperature and noise extremes, machinery, vibrations, or traffic hazards.
