Job Opportunity: Capital Project Manager II

King County's Facilities Management Division (FMD) has an exciting opportunity for a Capital Project Manager II (CPM II) to support small capital projects with the Building Operations Section (BOS). This role will be essential for driving seamless oversight, execution, and strategic coordination of BOS's small capital projects, in addition to managing critical public works policies and maintenance planning. Job duties include: Design and Planning : Reviews and prepares comprehensive designs, plans, specifications, estimates, and scopes of work for public bidding or proposal processes. This prepares the foundation for successful project initiation and execution. Project Coordination : Oversees field teamsincluding survey crews and construction inspectorsassigning work and ensuring stringent quality control measures to meet established timelines. Contract and Compliance Oversight : Administers contracts, negotiates change orders, monitors contractor performance, and enforces regulatory requirements, thus mitigating risks and ensuring adherence to standards. Environmental and Regulatory Management : Secures necessary environmental permits, performs field investigations, and integrates environmental specifications into project plans to safeguard sustainable development practices. Budgeting and Scheduling : Develops and administers project scopes, schedules, and budgets, ensuring efficiency and cost-effectiveness in project deliveries. Technical and Quality Assurance : Conducts complex calculations, performs QA/QC reviews, and validates technical specifications for high-quality project outcomes. Additional key responsibilities include: Oversee All Small Capital Projects : Manage projects as assigned by the Project Planning Workgroup, ensuring that each project aligns with the broader organizational priorities and standards. Manage Public Works Policy & Small Works Roster : Develop and enforce policies while curating a roster for small works, which is vital for streamlined public works operations and competitive project management. Coordinate Maintenance Planning and BOS Trade Work : Plan, schedule, and coordinate maintenance tasks alongside BOS trade work, ensuring that all activities are performed efficiently and on time. Qualified candidates will have: Robust Project Management and Planning Skills : A solid command of construction management principles, paired with proven effective planning and oversight abilities.

Expertise in Contract Administration and Budget Management : Proficiency in contract oversight, budget allocation, and scheduling techniques that drive cost efficiency and adherence to deadlines.

Demonstrable Experience : A track record of managing capital projects within established timeframes and budget constraints.

Technical Proficiency : Mastery of key software tools such as Microsoft Project, Windows, Excel, Outlook, and PowerPoint that streamline project execution.

Exceptional Communication Skills : Superior written and verbal communication skills, critical for clear collaboration with diverse stakeholders.

Additional position information: Term-Limited Temporary (TLT)

positions are "at will" but are eligible for comprehensive benefits. This TLT is currently anticipated to last 12 months with a possibility of being extended based on business and operational needs. Special Duty Assignment (SDA)

opportunities are open to active Career Service King County employees who have completed their initial County probationary period. Supervisors must provide approval prior to taking an SDA. The work associated with this position will be hybrid with both onsite and remote requirements as necessary. The normal workweek is 40 hours, Monday-Friday and may vary dependent on staff schedules and operational needs. This position is FLSA Exempt and not overtime eligible. This position is represented by PROTEC17. This position has been designated as a NON-MISSION CRITICAL, which means that you perform functions which can be delayed in the event of an emergency.
