Business Development Specialist / Capture Manager

We are looking for an experienced Business Development Specialist / Capture Manager to join our team! About the Role ICA is seeking a seasoned Business Development Specialist / Capture Manager to grow our federal portfolio across the U.S. Department of Health and Human Services (HHS), with a focus on opportunities at CMS, FDA, NIH, and CDC. This individual will lead capture strategy, forge relationships with key stakeholders, and translate program needs into tailored technical approaches and compelling proposals. You'll join a nimble team that values clarity over volume, strategic insight over boilerplate, and meaningful impact over conventional metrics. Required Qualifications Minimum 57 years of experience in business development, capture, or federal proposal developmentwith at least 3 years in the HHS space. Demonstrated experience leading capture on $5M+ prime or sub contracts within CMS, FDA, NIH, CDC, or HRSA. Familiarity with HHS contracting vehicles. Strong knowledge of federal procurement processes and a track record of translating program needs into differentiated technical strategies. Excellent interpersonal skills; comfortable with client engagement, internal facilitation, and partner negotiations. Strong writing and communication skills, including ability to contribute to win themes and technical volumes. Preferred Qualifications: Background in public health, regulatory science, behavioral health, or health IT. Existing network of relationships within one or more HHS OpDivs. Experience working in a consultancy or cross-functional environment with agile teams. Knowledge of 508 compliance, proposal management systems, and IDIQ task order strategy. Benefits: Health Insurance - 100% employer-paid premiums
