Position Description

Definition: The NCWorks Workforce Innovation and Opportunity Act (WIOA) Business Services Representative builds relationships with local businesses, understanding their workforce needs, and connecting them with resources to address those needs, including training, recruitment, and workforce development programs. This position will work closely with the NCWorks WIOA Title I Career Advisors for Adult and Adult Dislocated Worker in New Hanover and Pender Counties to ensure that job seekers are informed on current job opportunities and training that will improve their employability. In addition, this role supports the NCWorks One Stop Operator in employer engagement for NCWorks Career Center Job Fairs in New Hanover and Pender Counties. Supervision Received and Exercised: This position works under the supervision of the NCWorks WIOA Title I Adult/Dislocated Worker Program Manager-New Hanover and Pender Counties and CFCC Senior Director for Workforce Development. Duties & Responsibilities (Essential Functions)

Essential and Other Important Functions Statements: Essential and other important responsibilities and duties may include, but are not limited to, the following: Meet with area businesses to assess workforce skill needs, identify resources, and discuss appropriate services that can be provided by the Cape Fear Workforce Development Board (CFWDB), Workforce Innovation and Opportunity Act (WIOA) and other NCWorks Career Center programs and partners, to include incumbent worker targeted grant programs. Provide CFCC employers and other NCWorks Career Center staff with connections for on-the-job training, work experience, and job placements. Educate staff on availability of new technology and job opportunities coming to the region. Coordinate and promote a single point of contact methodology via an integrated and unified business outreach effort with NCWorks Career Center business outreach teams and organizations external to the career centers including economic development, CFCC, vocational rehabilitation, and other partner agencies. Participate in approved meetings of business groups to network and discuss available services. Market WIOA, special grants and other NCWorks business oriented grant programs. Support OJT, WEX, and other job application submission processes. Monitor contracts and enter data into the electronic records system. Identify and implement applicable elements of the CFWDB strategic plan. Attend relevant NCWorks Career Center meetings. Research sector needs and labor market trends and recommend projects and strategies to improve employer services. Maintain current knowledge and awareness of local, regional, and global workforce trends and advances; read professional literature and maintain professional affiliations. Conduct, process, analyze and report on employer surveys and make recommendations. Remain abreast of best practices regarding North Carolina Certified Career Pathways. Attend and participate in applicable regional, state, and federal meetings, conferences, workgroups, and training sessions designed to enhance professional knowledge and skills. Display an understanding of the NC Community College System, and specifically CFCC. Remain abreast of current best practices, trends, and policies regarding workforce development. Maintain the ability to work with diverse colleagues. Maintain the ability to develop and sustain community and business relations. Ability to work in a fast-paced, challenging environment. Ability to work independently, with limited supervision. Other duties as assigned. Other Important Functions: Conducts planning, development and outreach plans of services identified as needs for small business in the community. Identifies resources and services that are already available in the community and provides this information to owners of business. Continues to update information regarding business needs and identify or create resources. Works closely with WIOA staff to coordinate the transition of clients from skills training to employment including small group or one-on-one advising to prepare clients to meet employer expectations. Provide job referrals for clients seeking employment. Promote workshops offered by the Workforce Development Board or NCWorks Centers. Promote and elevate the awareness of the Workforce Development Board's business services in the business community. Develops and maintains effective working relationships with local employers. Qualifications

Qualifications: Knowledge of: Department of Labor-Employment Training Administration (DOL-ETA) regulations, CFWDB policies, NCWorks Commission Policy Statements, Department of Workforce Solutions (DWS) Operational Guidance, and regulations from WIOA partner agencies. WIOA programs and services. Considerable knowledge of the local labor market and the hiring practices and procedures of local employers. Considerable knowledge of business practices, supervisory techniques, and training needs of businesses. Considerable knowledge of economic and social characteristics of the Local Area. Modern office procedures, methods and computer equipment. Advanced word processing methods, techniques and programs MS Office and Google Suite. Advanced spreadsheet and database knowledge MS Office Access, Excel, and Google Sheets. Ability to: Interpret and apply the policies and procedures of the function to which assigned. Maintain compliance records for college. Perform accounting activities including the maintenance of appropriate files and compiling information for reports. Operate a personal computer, calculator and other office equipment. Type and word process at a speed necessary for successful job performance. Respond to inquiries and requests for information. Maintain effective audio-visual discrimination and perception needed for: Making observations Reading and writing Communicating with others Operating assigned equipment Handling varied tasks simultaneously Maintain physical condition appropriate to the performance of assigned duties and responsibilities, which may include the following: Standing or sitting for extended periods of time Operating assigned equipment Handling varied tasks simultaneously Bending, stooping, climbing, or lifting up to 50 pounds Maintain mental capacity, which allow the capability of: Making sound decisions Responding to questions Demonstrating intellectual capabilities Experience and Training Guidelines: Any combination of education, work experience and life experience is preferred. Requires extensive knowledge in NCWorks Career Centers, Workforce Development, and WIOA programs. A typical way to obtain the knowledge and abilities would be: Minimum Experience: Associate's Degree in human services, business, or public administration related field Excellent communication (oral and written) skills 1-2 years of workforce development experience, understanding Labor Market Indicators Microsoft Office experience (including Word, Excel, and PPT) Google Suite experience (including Docs, Sheets, Drive) Preferred Education/Training, Experience, Skills: WIOA Infrastructure

Knowledge of Workforce Innovation and Opportunity Act programs including the NCWorks.gov, NCWorks One-Stop Centers, and associated North Carolina workforce-related organizations Bachelor's Degree in Business or a related Discipline 3-5 years of employer engagement experience Experience with NCWorks.Gov Knowledge of Wagner Peyser services Supplemental Information
