ABOUT THIS POSITION
The Public Works Department strives to improve the quality of life in Phoenix through the efficient delivery of outstanding solid waste, fleet, facilities, and energy management services.
The City of Phoenix Security and Access Control (SAC) Project seeks a qualified individual to fill the role of Technical Engineer/IT Security System Specialist. Reporting to the Lead IT System Specialist/CCURE 9000 technical expert, this position will actively support the replacement of the citywide Access Control System (ACS) and Intrusion Detection Systems (IDS).
The Technical Engineer/ IT Security System Specialist will assist in system design, programming, configuration, installation, and maintenance, contributing to the seamless integration of existing security systems, upgrading hardware and software, and enabling remote access via the city's existing network infrastructure. Some positions will require the performance of other essential and marginal functions depending on work location, assignment, or shift.
Regular work hours are from Monday to Friday at Phoenix City Hall. This position may require being on call for emergencies and involves the possibility of working after hours and on weekends for special projects.
Teleworking may be available up to two days per week upon approval after six months in the position.
Responsibilities include:
Work closely with the project manager to deliver technical aspects of the project. Highlight potential issues and escalate when necessary. Perform system configuration programming within CCURE 9000, under the guidance of the Senior CCURE Expert. Support system cutover and testing, including monitoring and troubleshooting, with the willingness to learn and adapt. Participate in site visits with the implementation vendor to validate the scope of work and understand security design drawings, demonstrating attention to detail. Contribute to the security design process by applying basic security standards and specifications. Collaborate with Information Technology Service network engineers to ensure panel connectivity and coordinate installation schedules and logistics. Support vendor technicians during hardware and software-related service calls and troubleshooting activities, including data entry and documentation tasks. Aid in the design, modification, installation, and maintenance of operating and security systems software and related equipment. Provide technical assistance to staff and provide excellent customer service. Prepare reports and documentation with accuracy and attention to detail. Demonstrate a commitment to learning and developing skills in access control systems, intrusion detection systems, and CCURE 9000. Attend project status meetings to provide updates on activities and progress related to CCURE systems. Work both in the field and in an office setting. This temporary position is intended for the duration of the Security Access Control Project. This position will be funded through June 2026 with a possibility to be made regular in a future budget cycle. The temporary position will have benefits but will not earn city retirement credits or participate financially into the city's retirement program. If the successful candidate is a current City employee, all benefits will still be applicable, and the employee will still contribute to their pension. Temporary positions are not covered under civil service rules, and thus employment is considered "at-will," and employees may be separated at any time.
IDEAL CANDIDATE
Excellent written and verbal communication and presentation skills. Willingness to learn and develop proficiency in programming and configuring within CCURE 9000. Ability to read and understand security installation drawings. Commitment to keep current on best practices and security industry standards for access control and intrusion detection technology. SALARY
Pay Range: $80,454.40 to $118,872.00 annually.
Hiring Range: $80,454.40 to $107,806.40 annually.

The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.

MINIMUM QUALIFICATIONS
Three years of responsible experience in technical systems software (i.e., data base management telecommunications and operating systems). Other combinations of experience and education that meet the minimum requirements may be substituted. All finalists for positions are subject to a criminal background check applicable to the department or position. Candidates who receive a conditional offer of employment must be fingerprint ed and will have their fingerprint s used to check the Criminal History Records of the State of Arizona Department of Public Safety and the Federal Bureau of Investigation.
