Deputy Academy Program Manager (Academy Lead)
The Deputy Academy Program Manager (Academy Lead) is responsible for overseeing and managing all contract personnel supporting the FAA Academy contract. This role serves as the Contractor's official representative for technical and administrative performance of services at the FAA Academy. Key responsibilities include: Managing all Contractor resources, personnel, subcontractors, and activities involved in delivering controller training services and other required support at the FAA Academy. Acting as the primary point of contact between the FAA Academy staff and the Contractor, ensuring effective communication, work assignments, and technical direction. Leading transition efforts from the CTS contract to the CTS II contract, including: Staffing actions and personnel certifications. Migration to CTS II-specific business processes for ordering and invoicing. Implementation of government-provided tools and processes to support contract administration. Ensuring the execution of Quality Control / Quality Assurance (QC/QA) systems and processes per the Government-approved Quality Management Plan (QMP). Supporting all applicable Academy-based work efforts as defined in contract requirements. Providing weekly reports, including: Academy Requirements and Staffing Report. Academy Instructor Staffing Status Report. Uploading reports into the CTS II Management Database. Qualifications: Experience in Program or Project Management in a government contracting environment. A Government-approved PMP certification is required, or the candidate must obtain PMP certification within six months of hiring date. Minimum of 5 years managerial experience in an Air Traffic Control facility with a minimum of 20 years Air Traffic Control experience. Experience managing large-scale contractor personnel operations and oversee training services. Familiarity with FAA Academy operations and Air Traffic Control training program requirements. Experience with transitioning contracts, implementing business processes, and working with government-provided tools. Proven ability to manage Air Traffic Training, Quality Control/Quality Assurance (QC/QA) processes and ensure compliance with a Quality Management Plan (QMP). Strong technical, administrative leadership, organizational, communication, and reporting skills, with experience preparing and submitting contractual reports. A minimum of 10 years of relevant experience in managing and administering programs or organizations of similar size, scope, and complexity. Bachelor's degree in business management or a related field relevant to the management of this effort from an accredited college or university. In lieu of a degree, 15 years of experience in the management and administration of comparable efforts is required. Must have or obtain a Public Trust security clearance. Recommended: Have a minimum of one year experience serving as a Contract Site Supervisor (CSS). Serco Inc. is using this posting for the purpose of responding to a proposal.
