Operations Planning
The Station Planning group is responsible for planning the functional design and operation of subway stations with a focus on customer flow. The position entails analyzing current and projected future passenger flow in stations and determining efficient layout and/or required sizing of circulation and fare control elements including but not limited to stairs, escalators, passageways, turnstiles, and fare card vending machines. Station Planning is an active participant in projects that retrofit existing stations for ADA accessibility, providing input on elevator citing options and effects on passenger circulation. Work also includes analyzing and recommending strategies for construction phasing and station operating plans, identifying station circulation needs for external development projects with mandatory or optional zoning-related station improvements, determining the utility of potential station easements, evaluating environmental analysis documents, and evaluating impacts of subway service changes in the short term and long term. The position requires frequent and effective collaboration with a wide range of internal and external stakeholders, including project design and construction-related groups, operating departments, city agencies, private developers, and others. The selected candidate will participate in these coordination efforts to discuss and when necessary, lobby for Station Planning's recommendations. Site visits to various subway stations, often involving data collection (passenger counts, observations of passenger flow, measuring stair width, etc.) or meetings, are frequently required. As passenger counts are typically conducted during the morning or evening peak ridership hours, or both, the selected candidate must be comfortable with fieldwork that occurs outside of typical working hours. A master's degree in any of the fields listed for the baccalaureate degree may substitute for one (1) year of the required experience. Senior Transportation Planner: A baccalaureate degree from an accredited college with a major in one or more of the following: engineering, urban studies, geography, transportation science, urban planning, economics, business, public administration, political science, or related fields; and four (4) years of full-time paid experience in transportation planning, scheduling, or operations. A master's degree in any of the fields listed for the baccalaureate degree may substitute for one (1) year of the required experience. Transportation Planner: Must possess education as stated above plus two (2) years of full-time paid experience in transportation operations planning or a satisfactory combination of education and experience. Associate Staff Analyst: A Master's degree from an accredited college with a major in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and ONE(1) year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, fiscal management or in a related field; OR A Baccalaureate degree from an accredited college and THREE (3) years of satisfactory full-time professional experience in the areas described in 1 above. The high school diploma or its educational equivalent must be approved by a State's Department of Education or a recognized accrediting organization. The college or university must be accredited by regional, national, professional, or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA). The law school must be accredited by the American Bar Association or the California Bar Association. Special Note: To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.
