Deputy Department Director, Senior
The City of Richmond Department of Emergency Communications, Preparedness, and Response (DECPR) is seeking an experienced and detail-oriented professional to fill the position of Deputy Department Director, Senior. This position provides assistance to the Director of Emergency Communications, Preparedness, and Response in setting the strategic direction and management oversight to the Office of Emergency Management, and ensures implementation of Mayor and City Council goals, policies, and performance expectations. This position serves as the city's chief deputy coordinator of emergency management and is responsible for the daily operations, strategic planning, and work assignments of the city's Office of Emergency Management and reports directly to the Department Director. Incumbents make interpretive decisions on behalf of the organization regarding the means for executing the goals established by the Director, subject to available technology and resources. Such interpretive decisions provide context for the work to be accomplished by the subordinates supervised. Incumbents may be designated to serve as Director in the absence of the Director. Candidates are encouraged to apply early, since the initial review will be conducted on Friday, July 25, 2025. Duties Include But Are Not Limited To
Assists in determining the goals and objectives of the organization, and initiates proposals for change in organizational functions, resource allocations, procedures, and priorities. Devises strategies to deal with emergency and crisis situations and manages the City's Emergency Operations Center. Performs duty officer functions on a rotating basis, evaluates emergency/crisis incidents, and coordinates agency operations and city/county response. May perform operational duties at emergency/crisis location. Manages planning for all hazards and all types of emergency operations, including contingency planning for special events and severe weather. Directs planning and coordination meetings and develops multi-agency operational plans for large-scale exercises for local, state, and regional partners in both the public and private sectors. Provides expertise and assistance to city agencies developing emergency action plans and identifying hazards and assists private sector organizations as requested. Makes presentations and participates in emergency preparedness activities involving community groups, city agencies, and other governmental entities, and serves as liaison/representative for the agency. Reviews, develops, or modifies work plans, methods, and procedures, determines work priorities and develops work schedules to provide adequate staff coverage. Provides work instruction and assists employees with difficult and/or unusual assignments; encourages innovation. Assigns and distributes work, reviews work for accuracy and completeness and returns assignments with recommendations for proper completion. Resolves problems and mediates conflicts encountered during daily operations and determines appropriate solutions; promotes teamwork. Encourages regular communication, informs staff of relevant business issues and their impact on the organization. This position is considered an Essential Personnel, which means that the incumbent is required to work when the City is closed due to public emergencies, critical or hazardous conditions or inclement weather. Qualifications, Special Certifications and Licenses
Minimum Training and Experience: Bachelor's Degree in public administration or field directly related to assignment; Eight years of progressively responsible related experience that includes significant management and supervisory experience; Some positions may have additional specialized requirements An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification Licensing, Certifications, and/or Other Special Requirements: Certified Emergency Manager (CEM) by International Association of Emergency Managers, or Professional Emergency Manager (PEM) certification by Virginia Emergency Management Association (or other state), is preferred. Preferred Training and Experience: Master's Degree in Emergency Management, Public Administration or other related field; Experience with tracking all personnel expenditures to ensure the respective position is filled at the approved budgeted amount; Must have the ability to lead multiple areas; At least five (5) years of progressive management experience; Excellent public presentation, leadership, time management and organizational skills.
