Animal Welfare Director
The Animal Welfare Director works independently, subject to administrative approval, developing, implementing, maintaining, and managing programs regarding the County's Animal Welfare Department for the community, including implementation and execution of policies and best practices regarding the Animal Welfare Program and other related matters in the interest of improving efficiency, productivity, cost control, effectiveness, live outcomes and service to the community. The Animal Welfare Director is responsible for scheduling and overseeing the daily operations of the Department to include the clinic and shelter and supervising staff and enforcing state and local laws regarding unlicensed, stray and uncontrolled animals; as well as assisting in animal abuse and neglect cases. The Animal Welfare Director serves as the principal leader, strategist, and advocate for El Paso County's Animal Welfare Department. Reporting to the Chief Administrator or their designee, the Director plays a pivotal role in shaping the county's animal welfare initiatives. This position requires innovative leadership to design, implement, and oversee comprehensive programs that improve animal welfare outcomes, enhance public safety, and ensure compliance with state and local regulations. Minimum Qualifications: Acceptable experience and education in Animal Science, public administration, business administration, or related field; six (6) years of experience in a progressively responsible position performing animal welfare, shelter management, public administration, or a related area, including supervisory experience, or related experience that demonstrates high competency in the necessary areas to bring success to this position. Certificates and licenses required: Preferred certifications in animal welfare or humane enforcement (e.g., CAWA). Must have or obtain by date of hire a valid driver's license applicable to job responsibilities, with a good driving record acceptable to the County of El Paso. In order to access into the County's network and systems, a personal smart device is required by the hire start date. Typical Duties: Administrative duties, program development, animal welfare duties, animal shelter duties, animal clinic duties, and budget duties. Other important duties include: substituting during temporary absences, providing excellent customer service and demonstrating commitment through cooperative team and individual efforts, creating a high quality work culture through participation in and emphasis on training and mentoring to develop leadership, integrity, ethics, management, and technical skills in self and all employees, including safety related training and skills, performing such other related duties as may be assigned, maintaining a safe and healthy work place environment, and as members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor. The Director has extensive contact with Commissioners Court, Elected Officials, Department Heads, County Employees, Vendors, animal rights/advocacy groups and has some contact with the general public and other government entities. Minimum requirements include knowledge of federal, state and local applicable laws, regulatory codes, ordinances, rules, policies and procedures regarding animal welfare best practices and employment matters; applying the proper safety precautions necessary to work safely with and around unlicensed, stray and uncontrollable animals; methods and equipment used in animal care and control as well as the humane handling, treatment and care of animals; basic species and breed identification of a variety of domestic and common wild animals; symptoms and behavior associated with rabies and other common diseases of animals; ability to read and interpret veterinarian and laboratory specifications and contracts; utilize best management policies and procedures; negotiation, interpretation, monitoring, and enforcement of grants and contracts; principles, methods and practices of public administration, finance, accounting and budget; cost accounting procedures and practices and their relationship to budgeting; purchasing procedures and policies; inventory control; and analytical techniques. Skills/Ability to: maintain composure when working with animals which may be uncontrollable and/or dangerous; assess animal behavior and make effective decisions regarding handling and capturing animals; operate a motor vehicle in all types of weather conditions; read maps and learn the geography of the County; make sound recommendations, exercise excellent interpersonal, managerial and administrative skills; handle public scrutiny; lead and motivate subordinates; complete projects on time and within budget; communicate effectively both verbally and in writing; analyze and evaluate information; develop and write policies; employ work measurement techniques and conduct studies and research with minimal supervision; manage and resolve conflicts in a professional manner while maintaining positive working relationships; engage with diverse populations and international stakeholders; manage complex projects; provide strong leadership, foster collaboration, and navigate complex challenges to drive results; analyze operations and recommend improved efficiencies within a local government environment; explain technical financial projections, analyses, budgetary and accounting problems in simple, non-technical language; determine and prepare detailed, written bidding specifications for the purchase of departmental needs; perform accurate calculations; exercise appropriate judgment, determine needs, gather, analyze, evaluate, and present data and recommendations; process new equipment; analyze, monitor, evaluate and make recommendations on cost effectiveness of operations; operate a computer, using standard word-processing, spreadsheet, and database software; schedule, supervise, train and evaluate assigned staff; establish and maintain effective working relationships with other county employees and the general public; commit self to providing excellent customer service; compile and present statistical information; prepare and present clear and concise reports and policies; and keep accurate records. Pass a Criminal Background Check investigation.
