The City of Winchester is offering a full-time classified position with a salary range of $43,846.40 to $53,476.80 annually. The position is located in Winchester, VA. The job listing closes on July 31, 2025, at 5:00 PM Eastern Time (US & Canada). The position is within the Public Services Department, specifically the Public Services Engineering Division. The job duties and responsibilities include: Developing and maintaining an annual backflow testing and maintenance schedule and notification process; Coordinating and overseeing testing, installation, maintenance, and repair of backflow prevention devices; Enforcing public health regulations relating to backflow control within the City of Winchester's water system; Developing and maintaining accurate records of backflow prevention device locations, testing, repairs, and other pertinent information; Providing customers with proper documentation stating installation standards and time frame for compliance; Certifying backflow prevention devices on new construction or remodels when building permits have been issued; Maintaining a list of certified backflow assembly testers; Other duties as assigned. Requirements include: Any combination of education and experience equivalent to a high school diploma or General Education Degree (GED); Two years of related experience is preferred; Valid drivers license; Must complete AWWA Backflow Prevention & Cross-Connection online course within 30 days of hire; Must complete AWWA-sponsored 40-hour Cross Connection Devices Course within 6 months; Appropriate NIMS trainings: ICS 700, ICS 100, ICS 200 (or ability to obtain within 6 months of hire); must obtain DEQ inspector certifications within one year of hire.
