Top Secret/SCI Warfare Systems Position
Huntington Ingalls Industries (HII) Mission Technologies Warfare Systems partners with the Department of Defense (DoD) and defense innovation ecosystem to rapidly acquire and field critical and emerging technologies, particularly integrated communications, networking, and Systems-of-Systems (SoS) technologies, to enhance national security and warfighter capabilities. Through a multiagency contracting approach, the Collaborative Operations for Battlespace Resilient Architecture (COBRA) initiative focuses on advancing these technologies to achieve multi-domain battlespace integration and resilient command and control. This includes a broad range of services such as systems engineering, cybersecurity, operational integration, and data analytics, all aimed at modernizing communications and ensuring seamless information exchange for the DoD and its allies. Essential Job Responsibilities: Ensures the performance of technical projects or a definable portion of a larger technical program in accordance with contract requirements, Technical Direction Letters (TDL), and company and government policies, procedures, guidelines, and industry standards. Works with TOPM to estimate and plan resource allocation, administers technical program supervision, and performance management across TDLs ranging from quick-reaction/rapid-response to long-term. Leads and supports planning and execution efforts and supports cost and schedule control on projects. Directs and supervises support resources for the performance of project assignments and Work Breakdown Structure (WBS) activities. Manages the technical direction of a project through the requirements, design, implementation, integration, testing, delivery, and sustainment in accordance with project objectives. Oversees all aspects of the development and implementation of assigned projects and provides a single point of contact for those projects. Oversees Software Development Plan, Systems Analysis, Engineering and Technical Reports/Recommendations, Technical Design Specifications, Design Disclosure Technical Data Packages, and Prototypes (Del. 14, 16, 17, 18, 19, 20). Interfaces with areas affected by the project including end users, computer services, and client services. Conducts project meetings and is responsible for project tracking and analysis. Ensures adherence to quality standards and reviews WBS project deliverables. Manages the integration of vendor tasks and tracks and reviews vendor deliverables. Recommends and takes action to direct the technological analysis and solutions of problems. Responsible for the preparation of and accountability for all contract deliverables. Responsible for assisting in the technical leadership and direction to a multidisciplinary staff. Specify systems requirements and ensure that completed systems meet requirements. Support data acquisition process control. Prepares and approves Standard Operating Procedures (SOP), protocols, and other technical documentation. Identifies potential risks to develop and transition operations ensure development of System-of-Systems (SoS) solutions for Mission Partners (MP) by applying proven engineering methodologies. Minimum Qualifications: 15 years relevant experience with Bachelors in related field; 13 years relevant experience with Masters in related field; 10 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 19 years relevant experience. Must possess an active TS/SCI clearance. Bachelor's degree in Engineering, Computer Science, or related field. Strong understanding of system development lifecycle (SDLC). Ability to analyze complex technical problems and propose effective solutions. Preferred Requirements: Experience with DoD systems and acquisition lifecycle. Proficiency with systems modeling or simulation tools. Familiarity with Agile development methodologies.
