Human Resource Management Subject Matter Expert (SME)
Join us in our fast-paced support to develop, advance, and sustain weapon systems for the U.S. Space Force (USSF) and its mission partners. You will be joining a team of personnel with experience and an in-depth understanding of the environments that include ground, near-space, space, and any system that operates in those environments to meet current and projected strategic, operational, and tactical needs for the Department of Defense (DoD). QinetiQ is a mission-led innovation company that works with the USSF and DoD to design, develop, field, and maintain requirements essential to national security and the survivability of the warfighter. We are seeking a Human Resource Management Subject Matter Expert (SME). The Human Resource Management SME is responsible for overseeing civilian and military personnel management and administrative operations support activities. The ideal candidate will have extensive experience and expertise in the areas of Civilian Human Resource Management, Military and Civilian Manpower Management, and Information Management/Operations Support within the Government (military and/or civil servant) with five (5) years specifically in support of Air Force programs. Responsibilities
Provide assistance in the execution of routine business operations including personnel management, human resources management, and data management. Provide support with reviewing and coordinating performance reports, ensuring documents are in compliance with Space Systems Command, Space Force, Air Force, and DoD policy, laws, and regulations. Assist with managing civilian record keeping. Serve as the primary point of contact for all unit civilian human resource management functions. Provide expertise and guidance on all civilian matters related to procedures, rules, and regulations. Assist with identifying present and future vacant civilian positions, creating justifications for requisitions, completing Request for Personnel Actions, completing/coordinating security waivers, creating Core Personnel Documents and updating Manpower Change Requests. Assist with special civilian manpower requests to include but not limited to Reimbursable, Superior Qualification Packages, By-Name-Requests, and Position Designations. Assist with the submission and processing of military and civilian awards and decorations. Develop and maintain schedules using standard Microsoft Suite applications (Microsoft Project preferred). Required Qualifications
Extensive experience performing civilian and military personnel management and administrative operations support activities. Experience in the areas of Civilian Human Resource Management, Military and Civilian Manpower Management, and Information Management/Operations Support within the government (military and/or civil servant), with at least five (5) years including duties and assignments specifically in support of Air Force programs. Experience with federally funded research and development center(s) as well as profit/non-profit government support/development contractor arenas accepted. Experience with Defense Civilian Personnel Data System(s), Customer Support Unit Applications, and Online Unit Manning Documentation as well as with Microsoft Office Suite (MS Project preferred). Excellent communication, interpersonal, leadership, and stakeholder management skills. Ability to work in a fast-paced, dynamic environment with multiple competing priorities. Excellent project management and organizational skills. Ability to identify and solve problems. Bachelors Degree 20+ years of relevant experience with subject matter expertise recognition TS SCI Eligibility Preferred Qualifications
