Job Summary
This position is responsible for performing difficult professional and intermediate administrative and supervisory work in directing the operation and maintenance of the water treatment and pumping plant. The work involves responsibility for supplying potable and palatable water to consumers through supervisory and other personnel. This position requires contact with customers, Federal and State officials, etc., to explain technical issues. Physical demands are moderate. The work is performed under the general managerial review of the Water Plant Superintendent, with considerable opportunity for discretion and independence of action. The incumbent serves as the Superintendent in the absence of the WTP Superintendent; is responsible for all aspects of the operations and maintenance of the water plant, filter press, raw water pump stations; and ensuring the plant is operating in compliance with all water quality, environmental and safety regulations. The incumbent makes decisions that affect the treatment process and supervises others who operate, maintain and support the plant; and supports and assists the Water Treatment Plant Superintendent in overseeing all these functions. The incumbent assists the WTP Superintendent with all O&M and capital improvement programs and overseeing the annual operating budget and interacts with customers regarding water quality and pressure issues. The Assistant Superintendent acts as the Shift Leader during the assigned shift. Essential Job Functions
Prepares monthly operating report for submission to MDE Prepares and revises chemical, material, and service contract specifications, reviews bids, recommends awarding of contracts, and acts as project manager representative of contracts. Manages the Water Plant Operators and Shift Leader work schedules, making changes as needed. Reviews operations payroll/timekeeping; assists with preparing the annual fiscal budget reports and various financial monthly and annual reports; participates in the long-range planning, organization and direction of activities relating to the operation and improvements to the plants and collection facilities/distribution facilities to maximize performance while minimizing cost and environmental impact. Reviews and interprets plant operating data to identify process problems and recommends operational solutions to the problems Performs operational inspections of treatment facilities, and monitors plant operations to ensure compliance with state, local and federal regulations; reports non-compliances to Superintendent for reporting to MDE. Coordinates the operations, maintenance and programming of the digital process control system equipment and IT networks equipment. Coordinates plant treatment process control testing and proper calibration of on-line analytical equipment. Assess water treatment processes, conditions of critical equipment and confirms compliance with all state and federal regulations Investigate problems or irregularities in the water treatment process; identify causes, determine proper remedies and direct appropriate action to correct the situation Oversee residuals management processes Oversee the maintenance program of plant equipment to maintain it in good and proper condition. Assist WTP Superintendent in the identification and development of capital investments and maintenance projects needed to meet reliability objectives, regulatory requirements and customer demands for water Participates in the selection of staff; identify employee development and training requirements Participates in the emergency response team and oversee the emergency action plan for the water treatment plant Participates in the water treatment plant safety program Evaluates the training needs for personnel, arranges and administers training, assists with new employee orientation and assists operators preparing for the State of Maryland Operator's License examination Monitors all pertinent occupational, health and safety regulations and ensures compliance with all local, state, and federal requirements and facilitates inspections for compliance Works closely with other internal units such as Operation & Maintenance, Engineering, Risk Management and various support services to ensure proper coordination of activities Provides on-call support and response to the water treatment plant outside of normal business hours Assists in the start-up of new water treatment processes Investigate and resolve customer concerns and complaints concerning water quality and pressure as directed In emergency situations, performs operational duties inside and outside of plant to ensure safety of employees and City's water supply Reviews and updates standard operating procedures for plant systems and ensures accurate operational records are maintained Manages the current Maintenance Management System; ensuring that scheduled maintenance is being completed before delinquency date, both preventative and corrective maintenance. Oversees and/or participates in the installation, maintenance and repair of fixed assets and equipment utilized in water treatment, and water tanks operations; monitors and inspects water treatment maintenance procedures, equipment and operations for safety and proper process operations in compliance with state regulation; initiates problem resolution. Develops standard operating procedures for all routine tasks or jobs performed by water treatment operating staff; ensures all work performed by city staff or contractors on or around city water processes conforms to city standards and is performed safely; observes and updates SOPs to reflect changes or additional safety concerns as they arise; ensures personnel are adequately trained on all safety procedures and requirements for duties required in the water process facilities operations and maintenance. Qualifications
Education and Experience: Associates degree and seven (7) years of progressively responsible work in complex water treatment plant operations and maintenance, including two years in a supervisory capacity, or any equivalent combination of education and experience. Special Qualifications: Must have a valid State of Maryland Certificate as a Water Treatment Operator at the Class 4 level prior to date of hire, or ability to obtain through reciprocity with a participating State. Certification as a State of Maryland Class 4 Superintendent, and State of Maryland Samplers Certification is necessary within three months of appointment. Possession of a valid driver's license. Knowledge of the principles, procedures and practices necessary to maintain and enhance the operation and maintenance of a Class 4 Water Treatment Plant. Knowledge of the Federal and State water quality standards (the Safe Water Drinking Water Act and Amendments) and the reporting requirements. Knowledge of Federal and State safety regulations for a Class 4 water plant operation, i.e. OSHA, MOSH, Right-to-Know, Underground Tank Regulations and SARA Title III. Knowledge of management principles and practices, administration techniques, current literature, techniques and developments in the field of a complex water plant operation. Ability to apply management principles, procedures and techniques in the operation and maintenance of a Class 4 Water Treatment Plant. Ability to manage a diverse work force. Ability to plan, organize and review the work of subordinates, interpret and analyze results Ability to exercise judgment and discretion; allocate resources; set priorities and make sound operational decisions Ability to establish and maintain effective working relationships with public officials, consumers, subordinates, Federal and State agencies, etc. Communicate orally and in writing on administrative and technical topics; write and speak coherently; express ideas clearly and concisely Ability to make short and long-range plans for the needs of a complex water plant operation. Demonstrate proficient leadership skills, including performance management, coaching and employee development, team facilitation and communication, and customer relations Ability to make procurement decisions, necessary purchases and coordinate chemical deliveries while simultaneously managing credit card accounts and budgets. Ability to complete monthly credit card reconciliation in a timely manner. Ability to resolve conflicts
