This position involves high-level professional work in city planning of more than average difficulty. Employee must exercise reasonable initiative and independent judgment in the performance of duties with minimal supervision. Employee will be responsible for managing complex planning projects including comprehensive plans, master planning and/or urban design, and high profile private and municipal revitalization and redevelopment projects. The Principal Planner is expected to assist the Assistant Planning & Zoning Director in the overall management of current and future development projects and planning related activities throughout the City. Performs lead work in organizing, coordinating, and monitoring development projects. Administers, interprets, explains and enforces zoning ordinances, policies and procedures. Evaluates and reviews development projects for consistency with the Land Development Regulations and Comprehensive Plan policies of the City. Reviews and processes a wide range of zoning applications and building permits to include both residential and commercial building permits, site plan review, subdivision platting, landscape plans, administrative variances, certificates of use, group homes, right-of-way vacation/dedication, signage, tree removal/relocation and addressing. Prepares text and map amendments for updates to both the Land Development Regulations and Comprehensive Plan. Prepares and presents staff reports and recommendations to the City Council for public hearings. Provides information on zoning requirements to the public, other staff, design professionals and elected officials. Assists in the preparation and implementation of community plans and other long-range planning projects as assigned. Conducts research and analysis, appropriately utilizes technical and statistical information, and writes reports for special projects on various topics including land use, development, environment, transportation and community design. Provides project management and contract management for consultant services contracts. Organizes and coordinates public input and participation for a variety of planning initiatives. Represents the Planning & Zoning Department at meetings of boards and committees within the City or at other levels of local government, working groups, and committees on planning matters. Meets with technical and design experts, advisors and consultants to exchange information regarding urban design, architectural planning issues and policies and potential development alternatives; recommends corresponding changes in local ordinances. Conducts field inspections. Actively listens to understand customer's needs. Performs related work as required. Considerable knowledge of the objectives, principles and techniques of urban planning. Ability to analyze assigned problems in urban planning, land use, zoning and to provide solutions to these problems. Ability to present reports and recommendations concisely and effectively in oral and written form. Ability to establish and maintain effective working relationships with other employees, the general public, members of advisory boards and commissions, and public officials. Ability to read and review site and construction plans. Ability to interpret, implement and apply zoning regulations. Ability to write and present technical staff reports. Ability to work independently on concurrent projects in a fast-paced professional environment. Ability to prepare and present audio/visual materials. Ability to perform quantitative and qualitative analysis of data for planning purposes. Possess proficiency with Microsoft Office programs (Word, Excel, PowerPoint). Has working knowledge of Adobe design software (Photoshop, InDesign, Illustrator), AutoCAD, Google SketchUp, and ArcView GIS. Education & Experience Requirements: A Master's Degree in urban and regional planning or closely related field with at least (5) years planning experience; or a Bachelor's Degree in urban and regional planning or closely related field with at least (7) years planning experience. Planning experience must include managing projects at a responsible level for state, county or local government planning agency or private organization directly involved in community planning, urban planning, landscape architecture, urban design, community development or land development and design. American Institute of Certified Planner (AICP) Certificate is preferred. Must possess and maintain a valid Florida driver's license throughout employment. The noise level in the work environment is moderately quiet. Work is performed in an office setting within a controlled environment. Lift and move maps from cabinets and various locations. Ability to identify and distinguish colors for color map production. May be required to work outside in various weather conditions when doing field work. May be required to work late after normal work hours to attend meetings, solicit public input, or provide public assistance. Work schedule is Monday

Thursday, 7:00 a.m. to 6:00 p.m. or 8:00 a.m. to 7:00 p.m., with two evening City Council meetings per month.
