Zoning Compliance Officer I/II

The Town of Holly Springs is seeking a Zoning Compliance Officer I/II to serve in the Development Services department. This position is responsible for site inspections for zoning related items and inspection and investigation of zoning and nuisance concerns to verify compliance with adopted codes and ordinances of the Town; to safeguard public health, safety and general welfare. This position is also responsible for administrative functions as related to documentation of inspections. The Zoning Code Compliance Officer reports to the Zoning Code Compliance Supervisor Works under general guidance from the Development Services Customer Service & Compliance Division Manager to ensure coordination of objectives and priorities of the department. Incumbent has no supervisory responsibilities. The work schedule is business hours with occasional evenings and weekends. The starting annual salary range for Level I is $61,382.76 (Grade I) and for Level II $65,069.34 (Grade J). The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned. Educate and provide information to citizens, developers, and the general public in relation to applicable laws, town policies, regulations, town code, and Unified Development Ordinance. Through proactive patrols & received complaints, investigate and identify non-compliant concerns, take pictures, gather evidence and accurately document conditions of properties in code case file utilizing appropriate software programs. Analyze complex administrative information and issues, define problems, evaluate alternatives and recommend methods, procedures and techniques for resolution of issues to gain code compliance. Utilize acquired skills in organization and time management to prioritize duties to accomplish a high-quality work product while adapting to constant changes in priority with stringent time limits. Enforce municipal, state, and federal regulations by completing inspections for non-compliance in zoning, nuisance, and minimum housing ordinances. When necessary; issue appropriate Notices or Citations and perform follow-up inspections to ensure code compliance. Work independently while requiring minimal direction and direct supervision. Other duties as assigned. Knowledge Skills and Abilities: Knowledge of safety codes, related laws and ordinances, and building standards. Knowledge of the principals and practices of code compliance programs. Knowledge of blueprints, layouts, construction plans, parcel maps, and zoning maps. Skill in identifying technical and operational problems and recommending appropriate corrective actions. Ability to understand and learn existing Town ordinances, maps, laws and regulations governing residential and commercial properties. Skill in analyzing complex administrative information and issues, defining problems and evaluating alternatives and recommending methods, procedures and techniques for resolution of issues. Knowledge of building construction and building code enforcement. Knowledge of the Town and Department's operating requirements, policies, procedures, and practices; and local, state, and federal regulations related to department programs and operations. Knowledge of administrative policies and procedures of the Town. Ability to establish and maintain accurate records of assigned activities and operations. Ability to interpret and implement local policies and procedures; written instructions, general correspondence; Federal, State, and local regulations. Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority. Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision. Ability to think quickly, maintain self-control, and adapt to stressful situations. Knowledge of current office practices and procedures consistent for this position. Knowledge of computer software consistent for this position. Ability to perform mathematical calculations required of this position. Ability to communicate clearly, concisely and effectively in English in both written and verbal form. Skill in researching and understanding complex written materials. Ability to prepare and maintain accurate and concise records and reports. Ability to apply sound judgment and discretion in performing duties, resolving problems and interpreting policies and regulations. Ability to communicate detailed and often sensitive information effectively and concisely, both orally and in writing. Ability to handle sensitive interpersonal situations calmly and tactfully. Ability to maintain professionalism at all times. Ability to maintain effective working relationships with individuals within and outside the organization. Ability to maintain confidentiality and discretion regarding business-related files, reports and conversations, within the provision of Freedom of Information Act and other applicable State and Federal statutes and regulations. Ability to work the allocated hours of the position and respond after hours as needed. Hearing is required to perceive information at normal spoken word levels. Work requires preparing and analyzing written or computer data and observing general surroundings and activities. Work is generally in a moderately noisy office setting and in the field with adverse environmental conditions including inclement weather and hazardous conditions including mechanical, electrical, fumes, odors, dust/mist, chemicals and exposure to insects. May require dealing with persons who are hostile or aggressive, posing threatening conditions. Minimum Required Qualifications | Level I Graduation from high school or equivalent. Possession of a valid driver's license with an acceptable driving record is required. Strong written/oral communication skills, self-confidence, and the ability to interpret and firmly enforce relevant ordinances with tact and courtesy. Experience in customer service with resolving complaints and / or conflicts. Ability to exercise judgment and provide independent action including frequent contacts with citizens, engineers, architects, and developers. Experience or knowledge in zoning investigations, zoning or nuisance abatement enforcement, or related work. Preferred Qualifications Associate degree in related field; or, equivalent education and/or experience. Basic Law Enforcement Training (BLET) is an acceptable alternative. Minimum Required Qualifications | Level II Meet minimum required qualifications for level I. Certified Zoning Official (CZO) certification. Work experience in planning, zoning, building construction, or code enforcement; experience in reading site plans and engineering drawings. Zoning Inspector or Housing Inspector certification.
