This is responsible advanced level work involving specialized assignments, such as, the duties associated with serving writs of execution, functioning as a squad leader, functioning as the primary Deputy Marshal assigned to a Judicial Officer, functioning as a regular alternate to a courtroom marshal or conducting in-house training. Work also involves responsibility for the performance of duties which serve to notify parties of pending court actions. Work also involves picking up and transporting individuals and court officials and providing security for them. Work is performed under supervision and is in accordance with standardized procedures. Review of work is through conferences and on the basis of results obtained. Performs the more difficult duties associated with serving writs of execution and the identification of assets to enforce the judgment or decree of the court; researches public safety records for vehicle information, researches bank records for accounts and real property records of the recorder of deeds to locate assets for attachment; attaches boats, airplanes, businesses, vehicles, bank accounts, and real property. Coordinates with the Virgin Island Police Department, the Office of the Lieutenant Governor, the Department of Planning and Natural Resources, and the Port Authority to obtain registration information to satisfy judgments rendered by the judiciary and all hearings. Functions as a regularly assigned alternate courtroom marshal in court; maintains order and decorum in the courtroom, and provides protection to court personnel, jurors, lawyers, witnesses, and court visitors. Monitors individuals on Electronic Monitoring Program; assists in evictions, assists in conducting sales of real and personal property. Provides in-house training to new and seasoned deputy marshals as well as court security officers; develops presentations and instructional materials. Serves summonses, subpoenas, orders, and other court process issued by the judiciary directing parties to appear in court at a certain time or to comply with orders of the court. Travels over wide area served by the judiciary in order to accomplish notification of parties and deliver instruments. Assists in the scheduling of deputy marshals for monthly duty in lockups, security, traffic, arraignment or sentencing court sessions. Keeps a log of papers received and those served. Makes inquiries of people and checks various reference sources in order to ascertain the whereabouts of an individual to accomplish service of process. Assists in establishing and implementing appropriate security policies and initiatives. Assists in disaster recovery response procedures and processes. Assists in the management and operation of fire, burglar, and security alarm systems, closed circuit television systems, x-ray machines, walk-through metal detectors, and radio communication systems. Escorts court employees when making bank deposits. May have to perform functions of Court Security Officers, as necessary. Other duties as assigned or required. Graduation from high school (or its equivalent) and five years' experience as a Deputy Marshal II OR seven to ten years' experience in law enforcement. Special consideration is given for relevant educational experience and training. Licensure: Possession of a current driver's license valid in the U.S. Virgin Islands is required. Certification: Certification of completion of training at the Virgin Islands Police Academy is required. Periodic recertification in the use of a firearm is required. Ability to meet current requirements set forth in the Virgin Islands Peace Officer's Standards and Training Council. Other Requirements: Must be at least age 21. Ability to meet required physical fitness standards. Executive protection training and experience preferred. Considerable knowledge of the laws, rules and regulations pertaining to the criminal justice system, traffic, and service of process. Considerable knowledge of the criminal justice system, courtroom proceedings and court procedures, including any security requirements as they relate to the courtroom, court facility and the perimeter of a court facility. Considerable knowledge of a variety of legal documents designed to achieve notification of parties and compliance with court orders. Considerable knowledge of the methods of meeting and tactfully dealing with the public. Considerable knowledge of employee training techniques if required by the position. Considerable knowledge of the geography of the U.S. Virgin Islands. Considerable knowledge of court proceedings as related to writs of execution and attachment of property. Considerable knowledge of the sources of information necessary to identify owners of property. Ability to speak effectively and communicate. Ability to accurately research records to identify property owners. Ability to interview and question individuals. Ability to establish and maintain effective working relationships with all persons contacted during the course of work. Ability to use a personal computer to research ownership records. Ability to keep complex records. Ability to coordinate with attorneys to add assets to the original writ of execution. Skilled in the operation of a motor vehicle and two-way radio. Skilled in the proper use of and demonstrated proficiency in issued firearms, communications equipment and other standard and specialized law enforcement equipment, including but not limited to, body armor, chemical application devices, batons, handcuffs and other equipment as required. Skilled in defensive tactics, proper arrest, and suspect apprehension techniques.
