Assistant Director of Public Works

The City of Largo is seeking a dynamic and experienced leader to serve as the Assistant Director of Public Works. This high-impact leadership role is responsible for overseeing the daily operations of the department's four divisions while assisting the Director with long-term strategic planning and implementation. The Assistant Director will support departmental initiatives aligned with the City's Strategic Plan, contribute to inter-departmental committees, and may present key projects and updates at City Commission Meetings. This position also assumes leadership of the Department in the absence of the Director. Starting Salary is $93,000 DOQ. Essential Duties and Responsibilities: Leadership Demonstrates an understanding and reflection of the City's mission, vision, and values and a commitment to achieve organizational goals aligned with the City's strategic plan Champions a high-performance work culture that encourages and embraces new ideas, develops individuals, and welcomes and encourages diverse perspectives and inclusion Articulates strategic and innovative thinking and provides clarity to deliver superior services Approaches the job with enthusiasm and curiosity to promote a solutions-oriented work culture Assists in the planning, assignment, and coordination of daily operations of the City's Public Works Divisions, including Fleet Maintenance, Facility Maintenance, Streets and Stormwater, and Solid Waste Develops and implements new program policies and procedures Facilitates presentations at City Commission meetings and other meetings and conferences as assigned Develops, analyzes, and monitors the departmental budget, goals, and objectives Assists in developing the capital improvement program Management Effectively manages assignments and priorities to ensure the fulfillment of projects, tasks, and responsibilities Develops and monitors key performance indicators for workgroups Follows suggested procedures to ensure the highest standards of risk management, employee safety, and risk avoidance Responsible for managing human resources for assigned staff, including overseeing the hiring process, coaching, counseling, performance management, and improvement, mentoring and developing employees, and enforcing policies and procedures Develops and communicates job expectations and provides positive, constructive feedback Plans, monitors, appraises, and reviews job contributions Assists with staffing plans to align department goals with appropriate levels of staff Coordinates the activities of consultants to ensure that projects are performed correctly and within the defined budget Technical Represents the Department on the Performance and Data Initiative through the Office of Performance and Budget Assists the Department with the American Public Works Association (APWA) accreditation process Assists in the preparation of contracts and grant requests Acts as the Department representative in the Emergency Operations Center Team Skills Supports honest and transparent decision-making Collaborates with all team members in a way that builds upon ideas and takes personal accountability and ownership of projects, roles, and assignments Openly exhibits a positive attitude, in words and action, and encourages others to do the same Performs related work as required. Emergency Response Status

As a condition of employment, City of Largo employees will be required to work as directed during an undeclared and/or a declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the official job description. Minimum Qualifications Education and Experience: Bachelor's degree in Engineering, Public Administration, or a closely related field and seven (7) years of directly related experience or equivalency of training and experience Minimum of two (2) years of supervisory, team leader, or project team lead experience Valid Driver's License Knowledge, Skills, and Abilities: Working knowledge of Public Works functions within the City of Largo; these include Solid Waste Removal, Streets Maintenance, Stormwater Maintenance, Facilities Maintenance, and Fleet Maintenance/Management Ability to plan for short- and long-term needs of the City Maintain effective working relationships with officials, employees, professional engineers, contractors, and the public Communicate clearly and concisely both orally and in writing to the Commission, Administration, team members, and the public Work Environment & Physical Requirements: Work Environment:

75% inside a climate-controlled building; 25% outside, which may include driving. Physical Requirements:

The essential functions of the job require: sitting approximately four (4) hours per day, standing approximately two (2) hours per day, and walking approximately two (2) hours per day. Frequently, the work requires fine manipulations. Occasionally, the work requires: bending/stooping, climbing, grasping, and kneeling. Rarely, the work requires: crawling, pulling, pushing, reaching, repetitive motion, light lifting/carrying of objects weighing 15 pounds or less, moderate lifting/carrying of items weighing 15 to 44 pounds, and heavy lifting/carrying of objects weighing 45 pounds or over. Sensory Requirements:

Hearing: Ability to understand what others are saying in normal conversation and on the telephone. Speaking: Ability to communicate orally with others and speak effectively on the phone and while giving formal presentations to groups. Seeing: Ability to see and read plans and computer monitor screens, operate a vehicle, and read normal and fine print. Driving Requirements:

Requires occasional driving and possession of a valid Florida Driver's License. Technology:

The work requires ability to operate telephones, smartphones, tablets, photocopiers, printers, desktop and laptop computers, calculators, and all associated software. The work also requires proficiency with computer hardware and software programs, including word processing, spreadsheet and database applications, internet applications, and database management.
