Materials Specialist-Earthwork

This position will play a critical role in ensuring the quality and performance of earthwork materials used in Florida's transportation infrastructure. This position is responsible for overseeing and monitoring earthwork activities by evaluating sampling procedures, testing methodologies, and equipment used by testing firms. Key responsibilities include assessing the qualifications and performance of testing personnel, verifying compliance with FDOT standards, and reviewing test results for accuracy and consistency. The specialist also provides technical expertise to address earthwork-related construction challenges and supports the consistent application of specifications and quality control measures across FDOT projects. District One/District Materials Office 2730 State RD 60 West Bartow, FL 33830 Annual Salary Range: $51,162.13 - $66,209.81 Your Specific Responsibilities: Inspect materials in the field as requested or required during Construction, Maintenance or Design. Determine material compliance with Department contract and procedural documents. Inspect ongoing activities and documentation of materials related testing and inspection. Provide feedback and technical assistance to field personnel as appropriate. Document and report findings. Perform Independent Assurance evaluations in the field as described in Department procedures and the Federal Aid Policy Guide. Perform these evaluations in an objective and professional manner. Document and report findings. Perform field and/or laboratory testing in accordance with the applicable Florida Sampling and Testing Methods (FSTM), American Association of State Highway and Transportation Officials (AASHTO) or American Society for Testing and Materials (ASTM) test method. Report results precisely in the appropriate database. Keep all testing equipment calibrated and in good working order. Review Quality Control plans, Construction plans, specifications, procedures and any other documents necessary to execute the Department's mission. Provide clear comments as requested in time to be useful to the customer. Evaluate project/process to determine current performance status. Make/recommend improvements to optimize delivery or improve results. Notify stakeholders of any changes to the project/process. Ensure project/process is consistent, predictable and repeatable. Analyze materials data for contract and procedural compliance. Take timely action to report any errors in the data. Provide materials related technical support to customers as requested. Provide support in time to meet the customer's needs. Support consultant contracts in accordance with applicable rules, laws and procedures. Review the consultant work effort. Review and comment on invoices. Assist the District Radiation Safety Officer (DRSO), ensuring compliance with the policies and procedures of the Department of Health (DOH), Bureau of Radiation Control (BRC), Nuclear Regulatory Commission (NRC) and Florida Department of Transportation (FDOT). This includes ensuring training classes, testing, certifying and conveying all updates or changes according to FDOT specification, procedures, and policies. Maintains nuclear gauge storage locations for compliance with DOH, BRC, NRC and FDOT policies and procedures. Ensures the nuclear density gauge inventory, leak testing, calibration and repairs are performed according to specifications, procedures and policies. Monitors radiation workers in the safe operation of nuclear moisture/density gauges. The Successful Candidate will have the following required Knowledge, Skills, and Abilities: Knowledge of: The concepts, terminology, principles and analytical techniques of earthwork; engineering design, construction, production and/or operations. Skills in: Using engineering tools, equipment and/or instruments. Ability to: Operate a personal computer for word processing, spreadsheet and database applications. Analyze and interpret engineering data. Solve problems relating to engineering. Perform technical engineering inspections. Apply engineering quantitative techniques. Plan, organize and coordinate work assignments. Communicate engineering information effectively. Establish and maintain effective working relationships with others. Pick up to 50 pounds and move around uneven terrain without assistance. Other Job-Related Requirements: Must possess or obtain and maintain Earthwork Construction Level 1 Construction Training Qualification Program (CTQP), Earthwork Construction Level 2 Construction Training Qualification Program (CTQP), and Nuclear Radiation Safety Certificate. Must pass or have passed Construction Math and Contract Plans Reading Self Study examinations. While on duty status, the positions incumbent may be required to drive a state owned or leased vehicle to perform the duties of this position. A valid Class E Driver's License is required. Employee will be required to be responsive to emergency situations within a very short timeframe and serve in the Transportation Emergency Management Team (TEMT). Minimum Qualifications: High school diploma or equivalent. Prior experience operating a personal computer for word processing and spreadsheet. This position requires a valid Class (E) driver license with an acceptable driving record in accordance with the Department's Driver's Record Requirements Policy. An unacceptable driving record is defined as any of the following: Three (3) or more moving violations in the past three (3) years that accumulate three (3) or more points per violation. Any two (2) convictions of reckless driving in the past three (3) years. A suspension or revocation of the driver license for moving violations in the past three (3) years. A suspension or revocation for refusal to take a sobriety test, or any suspension or revocation for a DUI conviction, in the past four (4) years.
