Elections & Technology Administrator

The Elections & Technology Administrator is responsible for ensuring accurate election hardware and software, ballot programming and central scan operations; troubleshooting Election Day processes and resolving issues; overseeing the Risk Limiting Audits (RLA), overseeing drop box program and overseeing L&A testing of machines and for providing technology support to the Director and Deputy Director as directed. Essential Duties

Oversee the operations and activities of the hardware, software, mail-in voting, and central scan sections of Voter Services and ensure they comply with election laws and regulations. Research, develop and implement planned technical solutions requiring the integration of IT functions. Identify IT training needs. Coordinate assessment, development, delivery and facilitation of formal and informal IT training programs as necessary. Play an active role in the budget process of planning, acquisition and maintenance of IT resources. Direct and organize the preparations and printing of specimen, mail-in/absentee, and official ballots. Ensure the accurate and timely programming of all election hardware and software, collaborating with other departments as needed. Ensure ballot information is accurate. Maintain various databases and ensure integrity of the information. Ensure efficient and accurate tabulation of absentee/mail-in ballots. Work with vendors to ensure accurate and timely election related preparations. Participate in state trainings and information sessions to ensure awareness procedures and best practices. Work closely with DOS on Election security and technology. Serve as a point of contact for DOS and vendors. Compile information and format reports, graphs, tables, records and other sources of information. Oversee the Risk Limiting Audits (RLA). Testing/maintenance of fleet

Voting machine maintenance. Provide the director and Deputy Director with reports and information on a timely basis. Perform other duties, tasks and special projects, as assigned Qualifications/Preferred Skills, Knowledge & Experience

Qualifications / Requirements: Bachelor's Degree from an accredited college or university, or equivalent experience and training. Computer hardware and software skills. Strong project management skills Strong time management skills. Ability to communicate effectively orally and in writing with all levels of technical proficiency Strong organizational and interpersonal skills. Must be accurate and detail-oriented. Advanced computer knowledge and skills. Strong verbal and written communication skills. Strong customer service skills dealing with the general public. Ability to handle and resolve recurring problems. Excellent verbal and written communication skills (clear and accurate). Accurate and detail oriented. Ability to use standard office machines (fax, copier, calculator, etc.). Ability to work as part of a team. Strong interpersonal skills. Ability to maintain and handle confidential information. Ability to meet scheduled deadlines. Ability to work independently, with minimal supervision. Ability to work independently and proceed with objectives. Ability to work as part of a team. A valid driver's license is required. Preferred Skills, Knowledge & Experience: Experience in Elections processes. Experience with elections software. Strong professional ethics. Flexibility. Advanced organization and coordination skills. Ability to multi-task. Ability to establish priorities (remain focused on daily operations). Ability to follow office protocols. Able to use common sense and carry out written or verbal instructions. General knowledge and understanding of County of Chester policies and procedures. Additional Information
