Assistant Commissioner (DSNY)

The New York City Department of Sanitation (DSNY) keeps New York City healthy, safe, and clean by collecting, recycling, and disposing of waste, cleaning City streets and vacant lots, and clearing snow and ice. DSNY is the nation's largest municipal sanitation agency, with nearly 10,000 employees, 59 district garages, and a fleet of more than 5,000 trucks, cars, and other types of equipment. The Department clears litter, snow, and ice from approximately 6,500 miles of City streets and removes debris from vacant lots as well as abandoned vehicles from City streets. Reporting to the Deputy Commissioner of Support Services, the Assistant Commissioner will be responsible for overseeing all aspects of work within the Bureau of Motor Equipment. The responsibilities will include but are not limited to: Overseeing all operations for the Bureau of Motor Equipment. Overseeing the procurement, maintenance, testing, and disposition of the Department's 5,000+ unit fleet of trucks, cars, vans, and other equipment. Acting as emergency on-call executive during all emergencies including snowstorms and managing staff allocation to trucks and targets to minimize downtime. Overseeing the operation of the bureau and forecasting future upgrades for all infrastructure, trucks, and systems and operational plan on improvements. Under direction of the Deputy Commissioner, planning, controlling, and directing programs of Support Services within Department of Sanitation and all its plants throughout the city. Overseeing tickets, reviewing daily reports, and switching priorities of the teams and working with Bureau of Cleaning and Collections to ensure operation efficiency related to fleet. Establishing and maintaining productivity and profitability monitoring systems and utilizing data to make decisions regarding policy which will improve productivity, profitability, etc. Representing the Deputy Commissioner in meetings with other City Agencies and partnering with them on various Citywide and DSNY initiatives to meet goals. Managing the personnel and OTPS budgets within Support Services, including forecasting, tracking expenditures, and ensuring alignment with operational priorities. Overseeing all personnel activities including hiring, retirements, resignations, and headcount management in coordination with Human Resources to ensure staffing needs are met and processes are compliant. Qualifications: 1. A Master's Degree from an accredited college in Public Administration, Personnel Administration, Business Administration, Human Services, Political Science or a related field, plus three years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising personnel performing activities related to the position; or 2. A bachelor's degree from an accredited college and five years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising personnel performing activities related to the position; or 3. A four-year high school diploma or its educational equivalent and nine years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive, or supervisory capacity.
