Nature Of Position

The position is located in the Housing and Human Services Division of the City Manager's Office. The ideal candidate will be an expert in effective street outreach and case management strategies. They will be skilled in engagement techniques including motivational interviewing and crisis intervention. Candidates should be familiar with resources for homeless and low-income households residing in Alameda County and familiar with navigating systems throughout the county. The Supervising Engagement Specialist will oversee encampment management in the City of Alameda, lead the biannual Point-in Time Count on behalf of the City, hold a small caseload of challenging cases, and supervise case managers. Candidates should have strong written and verbal communication skills and be able to maintain and build strong collaborations with City partners. Ideal candidates will also have strong basic math skills. Benefits of employment include a full-time, benefited position scheduled for a 36 hour workweek, 5 days/week (Monday - Friday). Positions assigned to this classification are expected to perform varied assignments requiring technical and interpersonal skill in assigned program areas. Work in the class is distinguished from that of the Program Specialist I by the greater complexity of the assignments received and by the greater independence with which the incumbent is expected to operate. This position provides reports, recommendations, and monitoring. Support is available for problems not covered by reference guidelines, and work is checked occasionally during progress and reviewed upon completion. Examples of duties include participating in the design and implementation of programs and activities; collecting and interpreting data and preparing reports; preparing and reviewing contracts; evaluating proposals for funding; preparing documents for grant applications and administration; administering programs to ensure compliance with federal, state, regional and local mandates; monitoring project progress and compliance with applicable regulations; providing technical assistance to other divisions, departments, organizations, citizen groups, business, etc.; reviewing budget and expenditure reports and monitoring labor and procurement activities; interpreting and applying government regulations; coordinating support staff work activities and determining work priorities and methods; providing lead direction and training for support staff; and performing other work as required. Employment standards include any combination equivalent to education and experience likely to provide the required knowledge and abilities. Actual fields of education and experience will vary according to duty assignment. A typical way to obtain the knowledge and abilities would be: education: graduation from an accredited four year college or university with major course work in public or business administration; experience: three years progressively professional experience in direct service working with homeless, low-income, and marginalized communities. Prior supervision experience is highly desirable. Knowledge of principles and practices of activities, administration and program techniques, regulations and grants as related to: community development, public and non-profit administration. Ability to perform both complex and routine administrative work with speed and accuracy; interpret and apply established policies, procedures and codes; interpret and apply complex governmental regulations; establish and maintain accurate records; plan, administer and evaluate work programs; interpret and analyze information; draw valid conclusions and project consequences of decisions and recommendations; prepare studies and reports concerning complex matters; set priorities, meet deadlines and make sound decisions on a variety of matters; communicate effectively and work cooperatively with employees and the general public. Other requirements include possession of a valid California Driver's License and satisfactory driving record at the time of appointment if the operation of a vehicle is necessary to perform the essential functions of the position. The selection process may include an application and supplemental questionnaire evaluation, a written exam, and an oral interview. Qualified applicants will be notified of the exact date, time, and location of examinations approximately two weeks in advance. Candidates passing all components of the examination process will be placed on an Eligible List. A list of names is certified to the department(s) having vacancies based on the type of examination conducted pursuant to the provision of the City's Civil Service Rules. Final selection will be made from the Eligible List by the Department Head subject to approval by the City Manager. The Department Head may utilize additional selection procedures to make a final hiring decision. Placement on an Eligible List does not guarantee employment.
