Environmental Compliance Officer
Under supervision (Environmental Compliance Officer I) or general supervision (Environmental Compliance Officer II), to inspect, monitor, and sample industrial, commercial and residential firms and discharge sources for compliance with codes and laws regulating waste processes, procedures and equipment; and to perform related work as required. This is the entry level of the Environmental Compliance Officer series. Incumbents assist an experienced officer with routine sampling, inspection and monitoring activities in the pre-treatment program. This is the experienced level of the Environmental Compliance Officer series. Incumbents are expected to be able to perform the full range of inspection, sampling, monitoring and enforcement activities associated with the pretreatment program. In addition, incumbents train and provide lead supervision to entry level officers. Reports to Public Works Supervisor

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. Monitor and enforce water quality through the implementation of regulatory programs; perform inspections and sampling of industrial, commercial, and residential sources of discharges to the wastewater and storm drain systems. Conduct Publicly Owned Treatment Works (POTW) sampling for industrial pollutants; collect and analyze samples; reviews data to analyze treatment upsets, pass-throughs and the source and concentrations of possible toxic or prohibited materials, ensuring proper documentation is used when samples are collected and investigations are performed; and trace the sources of undesirable wastes entering the wastewater or storm collection systems. Investigate and compile information for issuance of industrial waste permits; review plans and prepare waste discharge permits. Inspect Food Service Establishments (FSE) for proper handling of fats, oils, and grease including measuring grease interceptor contents for maintenance, compliance, record review, and best management practices for proper handling. Inspect industrial and commercial facilities for compliance with permits regarding pretreatment of wastewater discharges, proper storage of chemicals and hazardous wastes, and protection of the storm water system and enforce provisions of permits and the Municipal Code; prepare correction and enforcement orders; and issue citations. Ensure discharger compliance with Federal, State, and local regulations; inspect wastewater discharge sources and hazardous materials facilities; and check volume, content and constituents of industrial waste discharges for compliance with regulations and quality standards. Operate and maintain sampling equipment; inspect the operations, maintenance and effectiveness of equipment used in the control of and removal of industrial wastes including backflow prevention devices. Maintain, prepare, and evaluate records and reports; gather evidence for administrative and legal action. Recommend ordinance changes to comply with State and Federal regulations; Gain cooperation of industrial and commercial firms and residents in resolving problems; discuss conformance problems with industrial managers and others. Participate in public awareness programs; educate the public on pollution prevention best management practices; set up and participate in public events; and organize public outreach advertisement. Investigate incidents and process reports, spills, illegal dumping and citizen complaints that are in violation of permits and the Merced Municipal Code. May work closely with the Fire Department to coordinate hazardous materials activities and record keeping and emergency response plans. Prepare bills for pretreatment program charges. Perform city-wide surveillance for pollution; inspect water courses for pollution; investigate incidents involving improper disposal of hazardous or toxic materials; and coordinate with appropriate agencies in the resolution of environmental problems affecting city water supplies. Assist the Water Department in implementation of monitoring programs. Review building requirements for industrial and commercial sites. Conduct mandated industrial waste surveys, identify industries with potential problems and pretreatment needs, and update survey as required. Check contents of loads emptied into control plant facilities by septic waste pumping companies. Perform sewer service charge analyses. Perform Industrial Pretreatment (IPT) compliance, compliance sampling, influent and effluent readings, pH measurements and monitoring flow measurement devices; prepare chain of custodies and sampling bottles for compliance and billing samples. Perform IPT billing activities including weekly compliance sampling, billing calculations and reviewing analytical and billing data. Prepare correspondence with contracted laboratory with regard to bottle ordering or questions regarding laboratory analysis. Perform related duties as required. Typical Qualifications

Plan and participate in public outreach activities including the development of best management practices and pollution prevention plans. Effectively communicate with the public, other City staff, and other government agencies to report technical and specialized information, and provide feedback, observations, analysis and education. Prepare written notices of requirements and violations of regulations. Keep current on pertinent regulations and developments in environmental compliance. Analyze and implement Federal, State, or local requirements as necessary to maintain approved pretreatment, pollution prevention, and storm water programs. Provide management with information and recommendations. Maintain equipment, materials, and worksites in an orderly and safe fashion, in accordance with policies and procedures and to ensure proper operation and maintenance. Review and evaluate applications for permitting, self-monitoring reports, facility modifications and pretreatment systems. Perform calculations related to discharge permitting. Collect representative samples of water and wastewater from industrial, commercial, residential, and institutional sources and storm sewers. Use appropriate collection devices, containers, and preservation techniques. Observe and record field conditions, meter readings, field test results, and other data relevant to sampling conditions and complete documentation. Identify and implement safety regulations and correct and/or report unsafe conditions. Operate office equipment including computers and supporting word processing, spreadsheet, and database applications. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work. Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. Completion of an Associate's degree is desirable. Experience: Two years of technical experience in environmental waste inspection and/or wastewater control and analysis. License or Certificate: Obtain a Grade I Industrial Environmental Compliance Inspector certificate issued by the California Water Environment Association within 18 months from date of appointment. Possession of a Wastewater Treatment Plant Operator certificate issued by the California Water Resources Control Board is desirable. Possession of a Water Distribution Operator Grade I certificate from the California Department of Health Services certificate is desirable. Possession of an appropriate California Driver License.
