Landfill Manager
Ensure the highest standards of environmental safety and operational excellence by effectively managing day-to-day operations of a landfill. Manages the full fleet of primary and secondary equipment, and continually focuses on achieving market base profitability through effective management of all fleet and maintenance activities within the assigned area, including cost control, management development, and high training and safety standards. Works under the general supervision of the Public Works Director. Provides close to general supervision to Scale house Operator and Landfill Operator(s). Examples of Duties
Ensures smooth operation of landfill, ongoing construction, permitting, leachate and gas management, ensures the cleanliness and maintenance of the physical property of the landfill through inspections and preventive maintenance programs with supervisors/employees, ensures safe and reliable vehicles and heavy equipment are available to meet operational requirements, conducts fleet evaluations to ensure maintenance standards are met, minimize operational costs while maximizing productivity and maintaining safety and environmental compliance, manages effective utilization of vehicle assets, and ensures vehicle management systems are effectively utilized. Plans, organizes, directs and oversees the administration of an assigned public works division (landfill) within the town including all aspects of construction, maintenance and landfill operation, acts as project manager; monitors, reviews and approves design and work of contractors; updates and maintains standards for all projects; acts on all requests for repair. Supervises division personnel; implements department policy and rules; informs personnel of new procedures and policy changes; conducts interviews, evaluates employee performance; disciplines as necessary; organizes and conducts division meetings and training; prepares work assignments, orients crew(s) to project details; provides guidance as to project specifications, deadlines, standards and methods of operations. Assists in budget process as required; makes projections of division needs related to personnel, equipment and materials; predicts growth on existing systems, analyzes costs; formulates and implements plans for maintenance and orderly development; requisitions for the purchase of supplies and materials; verifies all costs incurred by the division. Assigns personnel and resources to various projects; assists in the setting of priorities to deal with emergencies and unanticipated needs; assists in the coordination and maintenance and repair of functions with other departments and private agencies. Inspects work in progress to insure that workmanship conforms to specifications and that construction and maintenance schedules are adhered to; investigates and resolves complaints. Orients, instructs and trains employees in the proper operation and maintenance of a variety of equipment and in proper safety procedures. Responds to emergency calls twenty-four hours a day; determines necessary personnel and materials needed to resolve problems; maintains daily records of all work performed, hours worked by individual employees and submits time records for division payroll; monitors overtime hours worked; maintains vacation and sick leave records. Operates specialized heavy equipment such as semi-truck, belly dump, lowboy, graders, loaders, excavators, backhoe, dump truck, bulldozer, scrapers, roller compactor, rollers, tractors, tampers, bobcats, water truck, snow plows, brush chipper, bucket truck, etc. and other similar equipment in the construction, maintenance and repair of various department projects and sites. Performs all other duties as directed and/or assigned. Typical Qualifications
Education and Experience: Graduation from high school; plus two (2) years of specialized training directly related to above duties provided through professional workshops, in-service courses, or college; AND Eight (8) years of progressively responsible experience in a field directly related to above duties; two (2) years of which must have been in a lead worker capacity; OR An equivalent combination of education and experience. Knowledge, Skills, and Abilities : Considerable knowledge of drawings and specifications, grades, machinery, materials, and methods of constructing roads, drainage systems, landfill cells, etc.; principles and techniques of sound management practices; safety standards related to road construction; hazards common to heavy equipment operation; equipment maintenance and repair; legal liabilities associated with landfill operation maintenance and personnel management; civil engineering standards related to cell construction and GPS field data collections. Budget development and fiscal management; modern office practices and procedures of modern computer PC operations and various program applications such as Windows, Microsoft Word, and Excel, basic record keeping practices; and Working knowledge of principles of effective supervision. Journey level skill in operation of heavy mechanized equipment as required by the position. Skill in the art of diplomacy and cooperative problem solving. Ability to communicate effectively verbally and in writing; plan, organize, and direct the affairs and operations of a division engaged; read and interpret engineering drawings and specifications; visualize completed projects in planning stages and estimate the end results; estimate quantity of materials accurately; develop and maintain effective working relationships with elected officials, federal agencies, state agencies, local governments, subordinates, and the public. Special Qualifications: Must have a Commercial Driver's License (CDL), "A" endorsement. State Landfill Certification or SWANA Landfill Manager Certification. Work Environment: Incumbent of the position normally works in a safe, climate-controlled environment. Occasionally, tasks require a variety of physical activities, generally involving heavy equipment operations, muscular strain, related to walking, standing, stooping, sitting, reaching, and lifting. Talking, hearing and seeing essential to performing required job functions. Common eye, hand, finger dexterity exist. Mental application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking and creative problem solving. Occasional exposure to elevated or confined space work locations, mechanical hazards, explosives, trench work, electrical hazards, fire hazards, toxic materials, moving objects and airborne pathogens.
