Description
The Program Administrator of Innovations and Outreach reports directly to the Deputy Clinical Officer and is an integral part of the leadership team. This position is responsible for management and oversight of Mental Health First Aid (MHFA), Military Veterans Peer Network (MVPN) and Texas Veteran Commission (TVC) grants, Center for Healing VOCA grant, SAMHSA CCBHC-IA Grant, and outreach planning. This position is responsible for administration and overview of the programs including ensuring adequate staffing levels, ensuring fidelity to the program model, and overseeing and reporting on all contract measures. The Program Administrator is thoroughly familiar with the HHSC Performance Contract, all related Texas Administrative Codes, the Health and Safety Code, grant requirements, and other applicable rules and regulations related to service provision. The PA of Innovations and Outreach works closely with the program directors and Director of Communications to create tangible educational material, presentations, and correspondence in order to reach targeted population and partnering agencies. This position requires management of budgets, supervision of workforce at various professional levels, response to complaints of individuals served and their families, community presentation/public speaking engagements, oversight of quality of services provided, and maintain good working relationships with community service organizations and advocacy groups. Other duties as assigned to fit program needs.
The Program Administrator of Innovations and Outreach will seek opportunities for continuous quality improvement and program growth to meet the unique needs in Collin County. This position is responsible for ensuring all programs remain in compliance with grant and contractual requirements resulting in no penalties, findings, or recoupment of funds.
This position exemplifies service excellence by providing guidance and direction with a trauma-informed and person-centered approach. All teams meet performance standards in engagement and service excellence. The Program Administrator of Innovations and Outreach works to promote ease of access and engagement of services.
The Program Administrator practices good stewardship of resources by ensuring grant and fiscal reporting is submitted timely, funds are utilized according to contract or grant specifications, and center-issued equipment is kept in good working order.
Integrity is necessary to ensure adherence to the Health and Human Services Commission, Texas Administrative Code, contracts requirements, billing guidelines other applicable grants standards, and Lifepath Systems policies and procedures.
This position builds positive relationships with community-facing agencies and always maintains professional relationships with all community stakeholders and partners. This position demonstrates excellent customer service by providing professional conduct at all times and promotes within all programs.
Working independently and collaboratively to maintain appropriate boundaries and foster better outcomes for individuals served and community partners is essential in this role. The Program Administrator promotes improvement in measurable ways by continually using data to assess program outcomes and adjust processes accordingly.
Expectations include: All required grant reporting is submitted accurately and timely. Reviews internal and external audits for corrective action measures. Provides monthly supervision with direct reports. Completes assigned program dashboards. Reviews budgets monthly. Completes personnel action of assigned teams (evaluation, review of PTO requests and approval of time sheets, completes coaching, training, and disciplinary action as needed).
This is a grant funded position and will end at the end of the grant terms.
If Bilingual and receiving stipend, employee will be available to translate for other staff as needed and will utilize approved language in the provision of services as needed.
Qualifications
Master's degree with two (2) years [DS1]of supervisory experience in a LMHA, LBHA, or CCBHC OR
at minimum Bachelor's Degree with four (4) years' supervisory experience in a LMHA, LBHA, or CCBHC Licensed as Texas as LPC, LMFT, LCSW, or licensed Psychologist as required for credential of Licensed Practitioner of the Healing Art (LPHA) highly desired Knowledge of Texas Administrative Codes, Texas Certified Community Behavioral Health Clinic (T-CCBHC) certification criteria, SAMHSA grant standards, and UM Guidelines related to Community Mental Health Centers, required. Experience in budgets, design of processes and systems for delivering community-based services, and coordination with a large management structure and stakeholder groups preferred. Must have reliable transportation and valid driver's license.
